They are enemies and the World Government might be mad, but they could withstand it

But her…. she is more valuable alive then dead. If she is dead, who knows what Death Monarch would do.

Some of those who participated in the attack might survive if they ran to the edge of the world or to some forbidden zones where Death Monarch couldn't find them, but those who kills her, is basically also killing themselves.
