But unlike Hikigaya, Azief did not have that much of love toward the people that rest under his banner.

It did not mean he did not have any affection at all.

It is just that if compared to Hikigaya, Azief population is very diverse. In Japan, there is only Japanese.

It is clear that Hikigaya felt strongly about his countrymen.

Even though the Empire of Japan is no longer like the Japan of the past, they still managed to retain their culture and their cities and their historical site is still intact.

It is different from China or Australia which was ravaged by the Fall. Australia become Pandemonium and is now a gathering place for all people of the world

And China is now being pacified by the Lotus Order.

But Japan…..Japan is different. Azief could guess this is Hikigaya plans.

And there is still many interests between Japan and the World Government that is entangled with each other.
