By comparison, the lower level 1 authority applied to those who were not yet original beings, the level 2 consisted of the original beings, while level 3 was reserved for the evolved beings.

As 300 million in original gold was an unspeakably a large sum, many viewed spending that amount in exchange for level 3 authority was not worthwhile. However, Steve was had plenty of money, so he was not concerned with the naysayers.

Also, he was about to make even more money, as eighteen bottles of the enhanced Subatomic Serum were ready to be auctioned off, the cheapest bottle of which could fetch more than 50 million in original gold!
