The Heavenly Human Tribe wanted to destroy the entire human race, and Earth was a major hub for human civilization, so it could not be spared. The barrier around Earth was already being infiltrated and was showing signs of cracking, so powerful beings needed to be deployed to guard Earth.

Nuwa had already taken emergency measures to fortify the barrier, but the side-effect from doing so was that Dao Integration Stage super mighty figures would not be able to travel through the barrier to arrive on Earth.
