What can be considered organized differs from person to person. Even the opposite of organized, chaos could have an order. Whilst you might prefer on big stack of neat papers, I might prefer spreading it across the floor to gain a better overview.
How I've already mentioned that opposites are connected on a fundamental level, chaos is it's own kind of order. Once you try define what is considered a mess, or disorganized, you've already sorted it into a typical category which ruins the image of a mess.
A perfect example of how organisation could be considered an utter mess is how the game Unturned has almost 10,000 folders and 100,000 files. And it's actually a fairly small game with only a bit more than 4 GB. More folders usually means better organisation, but that's only if you're not wasting time searching through all those folders for one document.
