Police are able to seize assets at any time if they "believe" it was involved in a crime. This includes cash, vehicles, and properties. To get items back you would need to hire a lawyer... which is way too expensive for most.
What ends up happening is the seized assets being kept by the police and delt with as they desire. There are many flaws with this system.
Take for example you're a police officer. You were informed about a dr-*g dealer going to their route to sell their current supply.
Would you;
A, apprehend them immediately and get a truckload of unspeakable goods that you have no use for.
Or B, wait until they sell everything to apprehend them and liberate them of their pile of cash.
Just for reference, more assets have been confiscated than the combined total value of burglaries in some years such as 2014, 2015, and 2019.
