Dead Hand

The dead hand system was basically a dead man's switch for Russia during the cold war. In case they got taken out by a nuclear weapon, the dead hand system would launch every single nuclear weapon.

This is essentially to ensure mutual destruction. The US naturally also has their own mutual destruction plans in place, one of which being the nuclear submarines ready to nuke the enemy.
