They had many creatures that represented evil but none of them was pure and evil like Kendra. She used most vicious methods to punish evil creatures and then would send them into something that looked like endless hell, but was actually there to purify the soul and erase all the dark thoughts and memories so when soul reincarnates it doesn't keep any evil memories.

It seems she indeed knows as well how to completely obliterate souls and that is something not even he could do.
