These are economic and legal reasons.

But they have some fundamental case here.

In the last century the psychiatrists got that consensus that their general guideline should follow like this: "All the conformists in their big factions are sane by definition; nonconformist is 'sorta sane' while his views are close enough to the views of one of these great groups of conformists".

It simplifies their diagnostic work and their own "social peace" enormously. No major religion may "go nuts" any more. They are norm's variants - by definition. However violent and strange your officers may get - they may not be considered crazy 'en mass' any more - the numbers speak for 'em. And the psychiatrists and these "variants of the norm" have no case for some dangerous strife any more.

...and here comes the problem with these "prominent persons". Any one of these is considered completely nuts in the moment he jumps out of the general population nowadays. Their numbers aren't nearly enough to provide 'em immunity of the larger groups.

But their power is more than sufficient. Thus, the psychiatrists had to get to this conclusion: they just won't advise on the prominent person's treatment before someone would have the power to bring that person to them physically.
