strength of a person, Demon Beast, ect:

Lvl 1 - 20 is a period between the beginning and Tier 1. In this period you will choose your class and get used to the game's mechanics.

There is also a cap placed on the game, to keep things interesting:

Players cap: Lvl 1000 MAX

Town guard cap: Lvl 1250 MAX

Demon beast cap: Lvl 1500 MAX

World boss cap: Lvl 2000 MAX
