harry is smart cunning and above all a survivor he doesn't go charging in without a plan that's just not who he has been made to be otherwise the dursleys would have killed him long before he ever got his hogwarts letter. so when he's suddenly prone to jumping onto trolls backs and through deadly obstacles without thinking alarms start ringing in Harry's head, having just learnt about reality bending magic being real he suspects foul play maybe a spell or perhaps a potion and suddenly his failed attempts at leaving the dursleys have a whole new light shining on them people spelled not to notice or believe him memories wiped even being returned after having been successful in escaping someone wants him here in this particular environment for what he doesn't know but he does realize that he's no match for the person behind it though he suspects Dumbledore.

when Dobby suddenly shows up it reveals an opportunity, maybe he can't get away now but that wouldn't stop him from planning and making preparations he tells dobby that he suspects that even if he wanted to avoid hogwarts that he would be forced into going and says it's better to plan for what we know then to get caught and trapped unaware so they work together harry asks if he could have an elf bound to him dobby answers that potters should have lots of elves and that is how he is made aware of his heritage he gets dobbys help to go to gringotts where his suspensions of the headmaster are confirmed and so much more is revealed.
he gets the goblins help for his preparations to escape whatever Dumbledore has planned
books 📚 are supplied to him on what he needs to know of both the magical world and his inheritance as a potter and black (more can be added)
health scans are taken to prepare for the escape and prevent anything from becoming untreatable they can't do much now without madam pomfery noticing and telling Dumbledore even by simply reacting differently

fourth year after his name is drawn and everyone shuns him he decides that he doesn't want to just escape Dumbledore but the whole Wizarding world and fortune strikes as he discovers a way to go to a whole new world from the room of requirement (he learns about it from dobby who he employs after freeing him from Malfoy not binding him as a precaution to prevent whatever is keeping his elves from him from affecting dobby too) a way to and from an entirely different world
working with the goblins to change the plan he asks them to help him stock up on supplies everything he'd need in a new world
books books and more books, plants, seeds, food, creatures, animals, and bugs anything and everything (muggle and magical ) this world has that may be missing from the new one its better to have and not need than to want and be without he stocks enough to start his own life even if the new world is barren but the ROR has provided enough information to get started (Japanese language shinobis clans and bloodlines) it's not much and probably way outdated but its a start and tells them he may not be the only one who could find freedom there (thinking at least vampires and werewolves)
after the close call in the graveyard harry take to keeping what's already been prepared in a shrunken trunk he keeps on him at all times he could always come back for what he missed but hopes to never have to
black still dies and leaves everything to harry which he uses to further his preparations gaining new resources to aquire more dark materials believing that magic is magic and it's the intentions behind it that determines good and evil
after Dumbledore dies he enters the final stage of his plans escaping his minders and gaining access to all that has been kept from him as well as healing the damage done to him over the years an inheritance test is done and so grants him more which he uses to aquire as many elves as he can and the left over gold is melted into bullion he then tells all his new house elves the plan and orders them to pack everything and to not leave so much a blade of grass behind
and leaves a letter addressed to the Wizarding world with the goblins saying goodbye and how they made their beds exposes the plots against him and that he's leaving to be delivered to the press after he is gone

getting to the new world he decides to settle down in konoha after getting his barrings it being the closest fit for his ideals
once in konoha he can start a business using his magic to produce unique products whether it be potions or expanded tents or enchanted cantines
