"We can only train to improve ourselves" Said Jinbe

"You said that compared to big time pirates and their crews the marines are simply not a match unless they send atleast two admirals and all their vice admirals. What did you mean?" asked Issho

"What I mean is quite simple actually. In terms of the major pirates and the Admirals the distance between the two isn't all that far apart. The only exception is WhiteBeard, Shiki and Garp. These three are monsters that can't be measured simply. Shiki although doesn't fully have the strength has the brains, strategics, ruthlessness and devil fruit mastery to contend against these two.

As for the others like Kaido, Big mom and shanks. They could definitely come out on top against any admiral aside from maybe an awakened Vice Admiral Kizaru. As for the current Admirals I'm not to sure if a zoan fruit can even be awakened but if so then it is really monstrous. Of course this is only a battle of victory and defeat on normal standards. Kaido is an exemption of this aswell due to his regenerative abilities. Next comes the Commanders and the Vice Admirals. This is where things get tricky as quite frankly the Vice Admirals are no match against these commanders.

Even the weakest commander of WhiteBeard can fight against an admiral for a while and maybe even escape. As for the Commanders trying to fight against their captain I can only say instant defeat. They will be utterly defeated without even knowing how. As for the vice admirals facing a commander is asking for too much. So the marines must ask 3 or more to face one of these commanders. The vast difference of strength is what makes the marines have no choice but to send an admiral to deal with just the Commander of a crew. While two or all three admirals would have to deal with the captain.

The next would be those five old guys of the world goverment. One of these five alone could out right suppress and defeat even white beard, Garp and that Kong fellow. The scariest thing is that those five are just subordinates to an even more powerful person. That person has lived since the time of the void century and is the very backbone of the world government."

"So in order for us to overthrow the government and establish a new and better one. We need at least five people who can outright suppress guys like WhiteBeard and Garp." Said Issho

"Yes. The rankings in Dawn will be as followed. Head General, General, Lieutenant General, Major General, Brigadier General, Colonel, Major, Captain, Soilders, Chore boy.

Head General I, will have to reach the strength of that Im guy. The Generals will be divided into Elite, Great and Standard. Standard is the weakest being someone who can fight aginst an admiral on equal footing. Great being someone who can fight WhiteBeard, Garp and Roger on equal footing. Elite being able to fight against those old guys on equal footing. Lieutenant General will be able to fight commanders alone while major general will fight Vice admirals and so on and so forth.

Right now you are barely at standard General Issho. Jinbe and Tiger are both major general level along with Big Pan. In terms of raw strength Dorry and Brogy are Lieutenant General level. However all five of you will lose the moment Haki is involved since none of you can use it. However the great thing is that all of you fit the bill to learn it. As for you Bentham your strength is at the colonel level. Galdino your strength alone is at the captain level however with the use of your devil fruit you can maybe beat a major."

"What about your strength Head General-Chan?"

"Me? Hmm it depends on who I'm facing and what specifies as strength actually. As in terms of Raw strength I can barely contend against you Bentham. In terms of Haki my body hasn't reached a point to use Armament. But I can use both Conquerors and Observation but neither has any importance in combat at the stage I'm in now.

However even without all that I can still defeat an admiral, whitebeard, Garp, and maybe even those five old guys. Sadly that's only if I finish it quickly and just downright overwhelm them in my powers. Take the three admirals for example. I can use my water powers or darkness fruit to render their fruits negligible making them rely on haki. I can then use my wood style to drain their energy and vitality or Particle style to remove their existence.

Freeze them in ice or even in crystal and make it shatter. The same goes for the major pirates, Garp, WhiteBeard, Kong and the five old guys. However I'll have to make it so overwhelming that they want be able to get out before it starts to really do damage. So it'll have to be an surprise attack for me to defeat those guys. They also can't know about my powers as the moment they know they'll obviously make counter measures. With their experience and power I'll have to escape immediately not to mention all these guys are experienced enough to sense danger and react instantly without using observation haki. Understand"

Marejois Room of the Five Old Stars

"And that's all that happened." SpokeTsuru through transponder snail. She just finished recounting the events that happened. She was currently in the room with Tortoise, Zephyr and Garp who had returned from an expedition for the recruits and other Vice Admirals.

The five old stars listening remained calm and looked as if it wasn't that important. Sengoku and Kong on the other hand showed clear anger.

"Do we have any information on this group of people?"

" Yes the two giants are the former captains of the giant pirates. The Waton is unknown. The blindman with x shaped scar on his face is also unknown. However we uncovered reports from various places of his "luck" in gambling and sword skills. The person who came out and called the boy Head General was a man named Bentham. He also goes by Bon clay of Okama way. As for the other person inside we do not know. As for the child who stood in our way. The only reports we have on him is the times he's appeared with Nico Robin. It appears they would go out and eat. He also possesses Conquerors Haki according to the way some reports are written."

Everyones faces changed hearing that as even the Five elders narrowed their eyes before regaining their calm.

"Tsuru I want this covered up completely. This must not spread otherwise we'll be a complete laughing stock. Letting a child walts in and rob us is not something I wish to see in the papers. With the Reverie going on I can only send Aokiji Akainu and Kizaru to go look for information. Our main prior"

Before he could finish the entire Marejois shook. Bam. " Fleet Admiral Sengoku, Commander Kong, Five Elders There is an emergency. All the slaves have been freed and the surrounding area is clear of any boats. Admirals Azure Dragon and White Tiger are currently in combat with a man and white haired child. The man is wearing a purple Kimono with a black coat that has a rising sun that says General Of Dawn Issho. He also seems to be blind. The Child has on white loose clothes with the same coat. However his reads Head General of Dawn. This child also has some weird eyes that I've never seen before."

Sengoku and Kong dashed off immediately after hearing what the guard said. The five elders just gave a casual look at their backs before they all shared a look. One with a long beard picked up the den den mushi with Tsuru still on it.

"Continue to investigate this child Vice Admiral Tsuru. I'm sure the moment he and this Issho sense Kong and Sengoku coming they would leave. Make sure anyone who speaks of this is killed. This will make both the government and the marines look weak. A child being able to infiltrate both and do as he pleased is not something that can leak out."
