They plan to send three0 of the four admirals Aokiji, Akainu and Kizaru towards WhiteBeards location along with an invention that Vegapunk developed. It's similar to the Automa that you have Wyper except they shoot lasers and are a head taller. Along with some cyborg type animals.
Apparently after Vegapunk saw how Indigo and Lindbergh improved the clone soldiers and then gaining information on the Automa he felt as if his pride shattered. Especially since he can't copy the cell phones. He ended up holding himself and his team in experimentation for weeks coming up with all types of new weapons. He even went back to his home island and consulted some old man.
The reason for going after WhiteBeard is just a cover so that they can attack this Island. Don't make that face the people they are sending aren't anything to scuff at. For instance one of them is your father Dragon. "
