The delegation was largely silent as they were left uncomfortable by the words of the centaur. Though they wished to deny the words spoken, they could not. The centaur had spoken true. Therefore, they quickly turned their attention to Reginald Prince in an attempt to disregard the terrible past of wizardkind and change the subject.
Seeing the uncomfortable gazes of the members of the federation, Reginald did not tarry on the subject matter and continued on. "The claims presented today can also be verified by those in attendance Annis Black the representative of the Hags, Hagrid Rubeus the representative of the Giants, and Gerrad Troels the representative of the Trolls," Reginald indicated to the three mentioned members in question.
Chen Bao's almond eyes appear to be skeptical, but she is not the only one. The skeptical eyes of the delegation turn towards the companions of Minister of Magic Eugenia Jenkins. The plain, dark-haired woman with a mole on her pointy chin stepped forward first.
The plain witch was dressed in simple, elegant, dark silk robes and held a woven shawl wrapped around her shoulders. She looked human; in fact, she held the trademark gray colored eyes of the Black family. Based on basic deduction, the delegation swiftly concluded she had the blood of hags but was not full-blooded, considering her human appearance.
Various pointed gazes turned toward delegates Sieger Black and Harfang Longbottom. Harfang (the second) boldly glared back, while Sieger merely arched his brow and stared the delegates down. They had nothing to be ashamed of, t'was not their branch of the family that had been polluted.
Recalling her previous practiced conversation with Cousin Walburga, Dorea, and Cassiopeia, Annis Black held herself cooly and confidently. "My father was a squib of the Black family, and my mother a hag. I do not share many of the characteristics that my sisters have, but I can testify that the Hags are willing to trade items of value in exchange for the Ichor Fructus that satiates their hunger. And like the Centaurs, the Hags also request to be reclassified as Magical They."
Annis steps back with relief as she glances at the large, burly man with a thick neck and uncut bangs hanging low on his forehead. The broad-shouldered man with gorilla-like arms and scarred ham-sized fists steps forward in turn. Gerrad Troels is silent for a moment before pushing his bang back and revealing a pair of small horns.
"I am Gerrad Troel, half river troll," he stated without shame. This left the delegation wildly guessing at his half-parentage, of which parent had been exactly what.
"I was granted great strength and have helped Gringotts in training and better understanding my troll kin. We have found that the Ichor Fructus quenches the hunger of the trolls and calms them enough that they are capable of rational thought. As such, the trolls are willing to obey the existing magical laws in exchange for the Ichor Fructus. They will abide by said magical laws and, in turn, request to be reclassified as Magical They."
There are bursts of whispers among the delegation as trolls were notorious for revealing themselves to humans. If the trolls could agree to stay within the boundary of the forests and magical preserve, then much less energy would have to be expended to manage the trolls. The trolls would keep to themselves, and that would greatly satisfy the Ministries of Magic of the world.
Once Gerrad Troel stepped back, Rubeus Hagrid rose to his feet. He clasped his hands together behind his back to hide his nerves as he addressed the delegation. He remembered the speech he had practiced and spoke in a slower manner than normal. "I am Rubeus Hagrid, son of Fridwulfa, Gurg of the Giants."
"The giants have wrecked habit upon the land and as such will make proper recompense for their actions," Hagrid paused and bowed to the delegation. "On behalf of the Gurg, and the giants, I offer their sincerest apologies." The delegation is somewhat mollified by the earnest apology offered by the half-giant.
Straightening up, Hagrid says, "The Giants shall offer wholehearted recompense in the form of gems," he paused to reach into his pocket and pulled out a large shiny rock, which the giants collected as a hobby. Instantly, the eyes of the delegates are glued to the fist-sized gems.
"Gringotts is currently handling the influx of gems presented by the clan and my mother, who have offered a portion of their collection of gems to the British Ministry of Magic in recompense," Hagrid said tactfully not mentioning that the giants saw no value in the shiny rocks they collected except for as a hobby.
"Furthermore, the giants have found that a mere handful of Ichor Fructus quenches their hunger and also has a soothing effect on their character. The giants are willing to provide a supply of gems as payment or work under Gringotts in construction projects to manually flatten the land or demolish existing buildings. Therefore, in doing so, the Giants also request to be reclassified as Magical They in order to receive proper wages and defend their rights as needed, and in turn will follow the laws established by the local Ministries of Magic."
There was a burst of whispers among the delegation as instantly the shrewdest members of the delegation understood that a new supply of gems was about to hit the market. Gems were difficult to acquire, considering the mining and manual labor required. However, Giants with ease could crush, dig, and easily uncover gems.
Minister of Magic Jenkins motions for Hagrid to step back as she once again addresses the delegation. "I am grateful that the new Gurg of the Giants desires peace and wishes to recompense those who have suffered at the hands of the previous Gurg. The giants are willing to purchase land next to several magical preserves around the world and relocate to their new lands."
There are many pleased expressions on the faces of the delegation. The Ministries of Magic of the world would not need to pay to resettle the giants. The giants were not only willing to pay their own settlement, but most importantly become productive members of society. It was a win-win in every direction.
With the wind turning in their favor, Minister Jenkins does not sigh in relief yet. The voting had yet to transpire. She had to trust that Prince would deal the final blow.
Standing confidently before the delegation, Reginald Prince holds up a golden, enchanted binding contract for the delegation to see. "The Vampire Coven has also found that the Ichor Fructus can fully supplement their diet and remove any desire for human blood consumption. The coven is willing to enter not only into a treaty but is also willing to forfeit all existing blood houses to new owners to be used as a legal establishment. They will trade the existing blood houses for fertile farmland to farm, grow, and harvest Ichor Fructus. Therefore, they desire to sell their supply of Ichor Fructus to others who require Ichor Fructus to supplement their diet. Thereby, they also request to be reclassified as Magical They."
There are murmurs of surprise and astonishment, while other delegate members are thoughtful. If the Vampires no longer preyed on humans (magical or non-magical), not only would they be viewed better in society, but they could be seen as contemporary allies. Furthermore, if the properties of Ichor Fructus were true, vampires would not see a need to turn others into kind, and ensure their population would remain small and not a threat.
The document shown by Reginald Prince is placed before the delegation, who passed it to each other to read and study. There is much to be gained rather than lost. The reclassification of the various magical creatures would pass, but they remained unconvinced on the wand ban.
Though not everyone is convinced, such as Mr. Krum, who furrows his thick, dark eyebrows. He had acute knowledge of the Vampire Coven's in Europe. The Coven in the Isles, in particular, was controlled by a rather difficult character, Pontifex Maximus Ambrogio Sangria. Ambrogio Sangria had been in control of the coven for centuries and was nearing the end of his life. It was whispered that Ambrogio Sangria had allied himself with the Dark Lord, and if so, Ambrogio Sangria would have never authorized the document presented before them. The validity of the document presented by Reginald Prince was in question.
Glancing at Reginald Prince from underneath his eyelashes, Philippe Verninac is impressed, but not that he will ever let Reginald Prince know. It would only serve to inflate that man's ego. Knowing he had to take control of the narrative, he loudly says, "I am sure I speak for the delegation when I say, I am wholly convinced by what has been presented before the delegation."
Philippe Verninac paused and caught the eye of Chen Bao, who nodded her head firmly at the European wizard. Chen Bao was satisfied sufficiently by what was presented to agree to a treatise. However, she was far from convinced about making any significant change to the wand ban, and she was not the only one.
"The delegation is willing to enter into a treaty with the goblins, vampires, and giants," Philippe Verninac said as the members of the delegation tensed as they waited for the wand ban to be re-mentioned. "The delegation is willing to create a new classification of Magical They to reclassify the parties that have requested it. Yet the delegation remains unconvinced in regard to Clause Three of the Code of Wand Use, the wand ban will not be altered at this time."
There are various murmurs of agreement from the delegation and expressions of relief. Among the delegates, there were very few that are directly opposed to the requested reclassification. In fact, every Ministry of Magic in the world will directly benefit from the changes proposed. It was in their best interests to accept the proposals presented with the inception of the wand ban.
