Emergency Session of the International Confederation of Wizardry XII

Before the delegation erupts in anger, Albus Dumbledore warmly says, "I believe that the Headmaster of Hogwarts, Master Linnaeus is better equipped to respond than I am," with a pleased twinkle in his eye.

The delegation abruptly recalls the extra seated guest next to the Supreme Mugwump, Headmaster Emrys Linnaeus. The solemn wizard rises to his feet and removes a book from his pocket. The tome magically expands before them and settles with a loud thud on the table before them.

"Long ago in ancient times, the founders created the Quill of Acceptance and the Book of Admittance," Headmaster Linnaeus explained. "The book has not been touched by human hands since the four founders placed it within the heart of Hogwarts.

"The magic of the founders cannot be unraveled, and to this day, we are not certain what magic was used to cause the book and quill to remain enchanted as they do," Headmaster Linnaeus said.

"However, the Book of Governors is accessible to the Board of Hogwarts and the Headmaster of Hogwarts," Headmaster Linnaeus explicated as he opened the large tome and quickly flipped it to a certain page.

Astonishment appears on Headmaster Linnaeus's face, who finally says, "Nadira, the Guardian of Hogwarts has invoked her power as guardian, which has been formally recognized not only by me, the Board of Hogwarts, but also by the International Confederation of Wizardry. Thereby granting her the power to make a decision as guardian on behalf of the founders and thereby expand the powers and criteria of the Quill of Acceptance and the Book of Admittance which include any child of age, race, creed, or descendancy withing the British Isles to attend Hogwarts as is their magical birthright."

There is a loud lapse of silence until the knut hits them. "Impossible!" "This is a travesty!" "This farce must be permitted!" The delegation shouted and so forth.

From the shoulder of Vaibhav Marwah, the coiled Shesha flicks her tongue in displeasure. "They show no respect to the Great One. The Great One will smite them!"

Vaibhav Marwah internally agreed with his familiar, and instead gently patted Shesha to calm her down. He was just as surprised as anyone and could hardly believe what had just transpired. He only hoped that this would not prove to be Reginald Prince's undoing.

"Order, order! I call the confederation to order!" Idris Shafiq's voice roared as he had cast "Sonorus," to make his voice louder.

The Great Hall quiets down as Idris Shafiq removes the spell and returns to his normal tone of voice. "I speak for the entire delegation, Reginald Prince, when I ask what exactly you have done?"

"I have done nothing of the sort," Reginald aloofly answered and earned more than a few snorts of disbelief from a member of the delegation.

"As Headmaster Linnaeus has said, only Nadira, the Guardian of Hogwarts is capable of making such a change to the Quill of Acceptance and the Book of Admittance. The change is irrevocable, and the International Confederation of Wizardry cannot force the Quill of Acceptance and Book of Admittance to be changed once the change is invoked," Reginald exultantly enlightened the vexed delegation.

A loud bark of laughter is heard from a large Finnish wizard over 6 feet tall with rich brown hair to the back of his neck. Riku Laakso's long nose wrinkles with laughter. "I have not found myself so astonished for many years. I must say, this has turned out to be an extraordinary session. I would not have missed it for all the galleons in the world."

Growing serious, Riku Laakso matter-of-factly "So Hogwarts will permit any child of age, race, creed, or descendancy within the Isles to attend Hogwarts. Therefore, Hogwarts will become the exception, thereby setting a precedent which results in the Confederation having to make a change to the wizard ban."

"The conjecture is not incorrect," Reginald calmly responded, before his face grew equally somber. "The Federation is aware of the blunder committed and is more than willing to turn a blind eye despite all the evidence and arguments presented. I will not hesitate to use every means at my disposal to make it impossible for the Confederation to ignore the slight."

The sharply dressed, Japanese wizard with firm features pensively rubs his pointed chin before delicately tucking a long, silky, white strand of hair back into place. The crow's feet at the edge of his almond eyes crinkle with a mix of emotion as he gathers his thoughts. Raising his dark eyes, Ken'ichi Sato meets the sapphire serpent gaze of the Guardian of Hogwarts. He sees the sincerity and protection of Nadira for Hogwarts.

 Convinced by what he saw, Ken'ichi Sato said, "In my own country in ancient times, the Imperial Court of Japan sought the wisdom of these great and powerful sentient creatures. And I believe, the Federation should sincerely consider the actions of the Guardian of Hogwarts as acting judiciously on behalf of Hogwarts."

There are murmurs of whispers from the delegation as the delegates calm down. Regardless of the unexpected situation that transpired, it still could be appropriately addressed. With that in mind, the minds of the delegates began to race in thought.

Riku Laakso nods his head in agreement. Since ancient times, many a wizard and witch sailing across the seas and oceans revered the powerful sea serpents, which could reach over a hundred feet long! These fearsome-looking creatures were quite gentle and had never hurt a human despite the countless Muggle stories of encountering these gentle beasts. A wise witch and wizard made friends of these gentle beasts, who during fierce storms were known to shield ships from ferocious storms, permitting the ships to safely pass through the storm.

"Correct me if I am wrong, Headmaster Linnaeus, but it is my understanding that though more children will be eligible to attend Hogwarts, it is the Book of Admittance that ultimately determines if the child in question has sufficient magic to attend. In the thousands of years since the creation of the book, the book has never failed in its duty. No, Squib has ever attended Hogwarts," Ken'ichi Sato carefully said.

"That is correct, Delegate Sato," Headmaster Linnaeus replied, and caused many of the delegates to feel great relief at his words. "The Quill of Acceptance is willing to write down the name of many a child; however, ultimately it is the Book of Admittance that determines if the child's name is written and is therefore eligible to attend Hogwarts."

Some of the worst fears of the delegation are mollified by the words of the Headmaster. Not many troll, mefolk, hag, or giant children would be eligible to attend Hogwarts. The magic of the trolls and giants is weak by nature unless one is born a rare shaman or shamanese.

 The merfolk residing underneath the black lake of Hogwarts, their magic in essence was different from that of wizardkind. Furthermore, it is nearly impossible to successfully use wands underwater as they do not function properly. It was almost a moot point as merfolk strictly resided beneath the waters. Naturally, the exception is if the child is a half-blood, in which case, they would have inherited their human parents' characteristic of residing on land.

The hags, on the other hand, held far more magic. It would be far more likely for the children of hags to be eligible, but hags lived in small communal groups. The number of eligible children would be but a handful at best. That and Hags tended not to have many children due to their inherent nature. However, with the creation of the Ichor Fructus there would inevitably be an increase in their number, but even then, it would not be eyebrow-raising as their children could as human.

Conversely, the vampires did not reproduce with each other. Vampire children could not be born unless they were turned. However, there exist forbidden blood laws that are part of every Vampiric Coven in the world. One of them is that a human child or infant could not be turned or a youth unless they had reached the majority of age. The blood law demanded absolute obedience, there were no exceptions. The vampires held no mercy for any of their own that dared to break a blood law. In this instance, the sire and the turned child or youth in question would immediately be put to death upon being discovered. 

The exception was a vampire male mating successfully with a witch. In these rare instances, a half-blood child could be conceived. The pregnancy in question would have been entirely sustained by their mother's magic. The lack of sufficient magic during pregnancy could result in the death of the mother and fetus or solely the death of the fetus in the womb.

If the child were born, the child would be primarily human in nature. However, the child will also have inherited some of the quirks of their vampire sire. Yet such children were extremely rare and were produced once or twice every few centuries. There were only a handful of such children ever in existence.

However, the magic of the goblins was far from weak. Many of the children, if not all, would be eligible to attend Hogwarts upon reaching the age of eleven. The primary influx of new wand carriers would come from the goblins. The goblins were numerous, but their population was less than that of wizardkind.

There were also the centaurs to consider, for their children also would be eligible to gain a wand and attend Hogwarts. However, the centaurs were notorious for disliking anything related to humans, magical or non-magical. It would be very likely that many centaur children would decline their Hogwarts letters, and only a few centaur children would ever attend Hogwarts.

Though if Firenze had known the thoughts of the members of the delegation, he would have surely laughed. A shooting star had been seen, the heavens parted, a symbol of the Great Spirits looking down upon them in confirmation that it was time for their tribe to step into the light. Their time had come.
