But Arial insisted on this matter. Arial had been the undisputed monarch that rule almost all four corners of the Human Continent. One of the things that he prided himself other than his prowess in battle, was his judgment in choosing talented people

It is known that Arial Vermont did not discriminate against people or Demonkind. As long as you have talent he would dare use it

For now, Lelanc has the title of Councilor. It is simply a title without power as they could advise the Chief

In other words, from the start of Arial assembling an army to conquering the city, all of the orders come from him.

There is no organization.

  It is unlike the well-oiled bureaucracy in the Empire.
