After observing the country's status, he saw poverty that primary causes people in the lower class to resort committing crimes like thief, robbery, carnapping; illegal drugs and people's tolerance against this. It became the norm while people in the higher class take advantages the weakness of the middle and lower.

That's why there are still insurgents and conflicts in the country happened for a long time. Most of these areas are third class provinces and became home of the rebel groups. Before going back to Seoul, he meet all the high ranking officials of this insurgents of three major islands and made an agreement on him that they'll surrender their firearms in exchange for cash and stable as they'll work for him now. Slowly transition to civilian life and begin the development of their areas.
