An A-tier and ten B-tiers could take down a B-tier beast emperor. 

However, an A-tier could not possibly take on an A-tier ultra beast, let alone an A-tier beast emperor!

But among the people present, many of them were powerful individuals. They had reached a level where they might pose a mild threat if they worked together. If hundreds of them worked together, they might be able to hang on.
