Unlike spirit qi, a God was shapeless and invisible. Without special skills, it was difficult for the God to take shape. If this God was not strong enough, it could not take shape either.

A God's strength wasn't the only thing that matters. One's will also had to be extremely strong; to some extent, a God was the manifestation of it.

Those who were able to achieve this were the Mortal Gods and the first generation of the Bodhisattva Arhat during ancient times. They were existences that had the Phala.

If these kinds of people appeared, they would often go down in history with honor and show plenty of incredible abilities.

In Taoism, it was the Immortals. In Buddhism, it was the Bodhisattva Phala. In Confucianism, it was the philosophers.
