The military was supportive of the idea of remerging the tempered codex with Kal-El gene's because they couldn't predict how strong Kal-El could grow but they didn't support the idea of hiding from General Zod and prapoosed a battle plan to face General Zod in space or on earth all they need was a time period of around 10 years.
