A group of people dressed in red robes and shinigami masks could be seen in an abandoned underground car park. They were all seated around a giant wooden cross.
"The holy one has come down to reward us for our loyalty and to punish those who have lost their faith," said an old man dressed in black robes.
This man was the leader of the Tokyo Kira cult. The cult was known for committing acts of terrorism on those who were believed to be criminal or have criminal records.
The cult believed that their God, a God of death, a shinigami would come back to earth and finish what he had started. They believed Kira was a powerful God of death, they would serve him loyally till their death. Most had come from dark backgrounds or had wanted to redeem themselves from past acts of evil.
Apart from the majority of members of the cult, there existed a hierarchy. At the top of this hierarchy sat the commander of Kira and his family, directly below them sat the messenger of shi, believed to be the only one who could communicate with Kira and the other Death Gods. Controlling each of the 8 regions was a Lord of Kira. Under them were the servant of shi, who controlled and looked after any city or towns within a Lords region. Finally at the very bottom came the cult members who served the hierarchy. These cult members were divided up into smaller groups which served various purposes.
However, its strength had begun to diminish many years ago due to the increase in police and government activity as well as the decrease of active members. Now all that was left of the powerful Kira cult were remnants of its former self, small individually acting groups and families who still believed their God would come back.
With the number of deaths and police activity in the past weeks, it wasn't a surprise that the Kira cult had found out about it. They had begun to suspect and rumours had started to go around in the cult. The individually acting groups and families had begun contacting each other and forming alliances in wait for the confirmation of their God.
Meanwhile, the Commander of Shi had heard the rumours and while his family had fallen in power their were still a large number of members, Lords, and families willing to support the cult.
The Kira cult, the cult of death, had begun its rise to power once more, as former members and even entire families began to come back.
A lot of these families were rich and powerful families throughout all of Japan. Some of which owned large businesses and companies, while others owned smaller but still quite profitable businesses. The point is that the cult had begun to regain some of its former wealth and resources. Naturally, the old hierarchy had also started to emerge once again.

"Call for a meeting between the 8 of Japans Lords. We must all come together in three days from now. The meeting will commence at exactly 12:00 pm at the Satoshi residence in Saitama. Now go!" A middle-aged man said as he waved off his servant.
"Right away Master" the servant ran off to deliver the message his master had told him too.
"Finally, I will once more be Japans true ruler. One above all except the almighty Kira."
In an entirely different room in the manor, the servant had typed the letter onto a computer and sent it out to every Lord and his family in Japan. With this the first meeting of the Kira cult had been set, now all they could do was wait.

When each family got the message they began preparing for the assembly. Entire households were joyed to get confirmation that Kira had returned, and with him, their power throughout Japan. The families dressed in their best clothes and began heading to a place just outside Tokyo called Saitama.
This place is where Satoshi, one of the Commanders most loyal Lords lived. This Region of Japan (Kantō) was or at least used to be under the control of him. The fact that the Commander had chosen him to hold this meeting made him pleased as this was the first step in taking back what his father had gained then lost.
"Kakakak, Ryuk was right when choosing to give the Death Note to a Yagami, not only am I finding him interesting to watch, but now this too." The old shinigami King could be seen seated in his throne watching down on Japan from above, enjoying himself for the first time in 70 years.

The human who becomes the owner of the Death Note can, in exchange of half his/her remaining life, get the eyeballs of the god of death which will enable him/her to see a human's name and remaining life span when looking through them.
