Noah didn't have to wait for this as even while he was undergoing his Third Awakenings at this very moment, the Fourth ones were far away. 

The Enneagonal Existential Jewel stepped in to solve this issue as he could innately feel that within a matter of days, the accumulation of Existential Authority would reach the required level and grant him the right to expand these concepts!
