She included the Sanctus Populi, The Imperium, and the Omniversal Pillagers all in one.

|I sense the weavings of Damnation on all of them without fail, and no matter what weavings I try to carry out, nothing can be changed so far. And thus…I came up with the idea of an Initiative.|

|An idea to create a force strong enough to overcome whatever it is that is set to bring damnation to all forces indiscriminately.|
