The gods above in Heaven, in order to take care of the newly-died souls, created the Afterlife Department comprised of grim reapers.

"No." Yi Bing coldly answered. He, who finally regained the clarity of his brain, went to check Huo Ling's life in this world through his Death Note. Then, he found in one of the videos that Huo Ling liked to eat wraps when he's out to do his tasks.
