50,000 years ago, Hell was destroyed because of too much Foul from the resentment of the souls that later turned to Soul Eaters and devoured everything in their wake, leaving nothing of Hell. The gods above in Heaven, in order to take care of the newly-died souls, created the Afterlife Department comprised of grim reapers. 

Huo Ling was delivering food that day when he met Yi Bing and the guy gave him a warning. When he arrived to the customer's unit, he was killed.

"But of course." Yi Bing agreed in a low voice. Who in their right mind would cooperate with if they will know that they will be killed?

"Thus, their solution was to suppress the media, and definitely anyone that could find out what they were planning to do." Huo Ling said with a sneer in his voice. Obviously, he is disgusted with this kind of thing – conspiracies. "Maybe, they even killed them all fearing in case these people will reveal find out the truth and reveal it without them noticing, which they definitely don't want to happen!" he added.

They say that ghosts are scary because they looked hideous and full of resentment. But, in actuality, the ghosts in the humans' hearts are way scarier. The humans might look decent, or even very beautiful. But, they are actually hiding a knife behind their smiles and would stab you as soon as you turn your back on them!
