50,000 years ago, Hell was destroyed because of too much Foul from the resentment of the souls that later turned to Soul Eaters and devoured everything in their wake, leaving nothing of Hell. The gods above in Heaven, in order to take care of the newly-died souls, created the Afterlife Department comprised of grim reapers. 

Huo Ling was delivering food that day when he met Yi Bing and the guy gave him a warning. When he arrived to the customer's unit, he was killed.  
Huo Ling: you set up a death flag for me!
Yi Bing: I'm a grim reaper. I'm the flag myself. Let me help you solve the mystery of your death.

"What?!" Gu Shi exclaimed when he heard what Di San said. "Another one…" he said and frowned when he recalled the grim reaper spy that was a prisoner in the Disciplinary Committee.

"'another one'?" Di San muttered when he heard what Gu Shi said. "Gu Shi, there is another grim reaper that is a spy?" he asked.

Gu Shi nodded and looked at him. "When Jin Wu woke up, he recalled that one of the prisoners before that he chatted with had a mission, too, in Special World 5521 – the world where Feng Er went to and earned a privilege after." He spoke. "That grim reaper was actually a spy of that special organization." He told Di San.

Di San's face darkened. "This means…" he muttered as he clenched his fists.

"En." Gu Shi sighed. "That there are also grim reapers that belong to that secret organization." He said and shook his head in dismay.
