So, what made Zekhyr and Harton suddenly accuse the maids of having killed the victims? 

Truth be told, Zekhyr, Karveshe, and Harton didn't let go of their suspicions on the maids. There was no way that the maids, who came out of the scene of the crime just seconds after the crime had been committed, would be free from suspicions that easily. 

Yes, they were forced to be conspirators.
