Chizuru doesn't know how it escalated this quickly. Two weeks ago, she was following a lead on a certain crime, and the next thing she knew, she was being ambushed on all sides.
It had been annoying to deal with and had left Naomasa to clean it up. And then, in her frustration, she had unintentionally vented in her student. Thank Kami Gin had stopped her before she had done irreparable damage to her student. And then he sent her on a run around the block.
As luck would have it, she encountered a crime on her run and since she hadn't had a decent rest from her nightly escapades, she had overused her quirk.
It wasn't fun going around half-blind. Literally.
When she went back to the gym, the Midoriya family had gone home and Gin had manhandled her to the hospital once noticing her plight. The doctor prescribed her medicine and strict advice to not use her quirk for a week.
Gin drove her home and left her with a warning to follow the doctor's orders. It was maddening to sit through the quiet apartment like that. With her being exposed to constant danger, it wasn't surprising that she had become hypersensitive. And so, to escape her maddeningly quiet apartment (but noisy neighbors), she went to the roof. It was still noisy, but somehow, the barrage of sounds became less overwhelming.
She accidentally used her quirk when she felt someone approach her location. Old habits die hard as they said.
That was when she met Eraserhead. He's a peculiar man. She couldn't believe that the rumors were true about him. He sported a ragged black outfit of a long-sleeved shirt and matching pants and boots. It was a great outfit to blend in the dark. The one that intrigued her the most was his scarf. Rumors have it that he could manipulate it to attack and capture his enemies.
That was the time she realized she could see better when she activated her quirk. Gin wasn't happy with that discovery, the doctor was exasperated, and Chizuru didn't care.
For two weeks, she hangs out with Eraserhead on the roof. By this time, she was already temporarily blind because of her blunder in using her quirk. He asked what happened and what she used her quirk for and she couldn't say that it was an accident on their first meeting. Not to mention that she rolled down the stairs that same night when she went back to her apartment after their initial meeting. That would be awkward and he might feel guilty about it.
It was fun hanging out with him. He's not like the other heroes that were infuriatingly suffocating and overbearing. He was a breath of fresh air.
Gin had consulted with her about Izuku's new regime and unfortunately, without personally seeing his progress, she couldn't advise anything and told him to put in what he thinks is best for the kid.
And then two weeks passed without a hitch and she was scheduled to take off her bandages. The first one on her things to do was to meet her student on his first day of school. But of course, something else happened.
When she was walking through the streets of Musutafu, she immediately noticed something different. It was a subtle change, but since she was personally patrolling these streets at night, it was a glaring difference to her.
She paused in her tracks and pulled out her phone. She speed-dialed her cousin and after letting him say his piece, she asked what was going on. At first, he didn't know what she was talking about and when she explained what she noticed, he was equally horrified when he realized that there was an increase of crimes around the city and most especially near the hill where UA was located.
She didn't even let him finish speaking when she hanged up on him. She abandoned her previous plan to surprise her student and unhesitantly entered an alley. She easily blended in with the thugs lurking in the shadows and listened in to their hushed conversations.
At first, it was futile. All they know was that someone was going around and telling them that there's a big catch in this part of the city. On the third day that she was investigating, she received news that UA was infiltrated. By who? She has an idea.
It was in the middle of the night when someone approached her. He was a middle-aged man with squinted-looking pink eyes behind round glasses. He has short gray hair that was parted to the right side, small mustache, and a goatee on his chin. He wears violet dress pants and a matching blazer atop a white polo shirt. When he grinned at her, she immediately noticed the gap on his front teeth.
"What brought you here, miss?" He asked as he lighted a stick of cigarette.
"Someone told me to come here" She replied, falling into a new persona. She had already figured out the MO of this group.
"Really?" He asked, still grinning. "Were you looking for something?"
She gave a predatory smile as she leaned closer to him and whispered in his ears, "I want a shot at All Might"
And it seemed like it was the right thing to tell him. He ushered her to a secluded building where many others had already gathered.
As the night progressed, they laid out their plan to infiltrate UA again. Chizuru huffed as she had been correct in her assumption that they were the ones to infiltrate the academy earlier that day.
Fortunately, they couldn't supply them with gears or weapons. At first, they didn't let her leave because she might tell someone who would then tell the police. But after she pointed out their flaw in failing to provide weapons, they did let her leave with a condition that one of them comes with her. The mist man, Kurogiri, was ordered to accompany her back to her apartment. Unfortunately, he has a quirk that lets him warp to another place easily. That compromises her plan to send a missive to Naomasa on the way.
All the time she was amassing weapons from her apartment, she wracked her brain on how to send a message to her cousin but none of them were foolproof. She glanced at the clock and it was already 7 am. In a few hours, they'll be infiltrating UA.
She doesn't have much time.

"Where did you get all these?" Kurogiri asked as he saw the amount of weapon she pulled out around the apartment. Three guns, numerous magazines, ammo, smoke bombs, knives, and caltrops.
"I stole them" She replied nonchalantly. It was the truth. She stole the guns from criminals she subdued and arrested. And of course, magazines and ammo included. Not that she had used them before. In line with that thought, she entered her room to retrieve a custom-made retractable metal staff she ordered from underground and immediately secured it in one of her many hidden pockets. And as she was already leaving and resigned to her fate to just wing the operation, something caught her eye. It was the police badge that Naomasa had given her.
If she recalled it correctly, the badge has a tracking device and an alarm of sorts. Naomasa had it custom-made for her because she always disappears from their radar.
A snort left her. For the first time, she's going to use that annoying badge. So she quickly pocketed it and a flare gun she stole months ago.
"Are you done?" Kurogiri asked and with her nod of confirmation, they warped back to the meeting place.

Before they were warped to UA to commence the plan, Chizuru reached to her pocket and subtly triggered the alarm in her badge. It'll only be a matter of time before the police track her down. And with that, she stepped into the warp gate.

"According to the Teachers' Curriculum we procured yesterday, All Might was supposed to be here, and yet..."
And it was true. Quickly scanning the surroundings, Chizuru silently thanked the heavens that their target wasn't there.
"Where is he...? We went through all this trouble and rustled up so many of us to bring along" There was something unhinged with this particular guy. Shigeraki Tomura is one of the most dangerous people in this whole group. "yOu cAn'T tEll mE aLl MiGhT... ThE sYmBoL oF PeAcE... IsN't hEre..."
"I WoNdEr iF he'LL sHoW uP iF wE KiLL ThE KiDs?"
Chizuru suppressed a shudder at that. Thankfully, she knows that they'll scatter the kids first and the fact that there were no details shared about the students' quirks could only imply that there was no intel on them at all. That was a blessing in itself.
As Eraserhead jumped into the fray, Kurogiri scattered the kids as per the plan. Chizuru kept an eye on the kids and when she noticed someone heading out, she whipped out her gun and instantly shot. The kid stumbled but still continued to flee. It was a good thing too.
That shot contained her GPS tracker.
With that over, she focused on Eraserhead and pretended to shoot him.
