Prologue: The Cost of Freedom

When I first met him, my heart was filled with hostility and hatred. He was the person responsible for killing all of the innocent people in Hatsu and Kaiji province and has been the person who ordered the pirate attack in my city that destroyed it and took the lives of many of my people.

"Unless you find a better method to save this world and you can prove that my concept of governance and society is flawed, I will spread my control, I will dispose anyone who doesn't want to contribute to society, and I will never let them be free in this world that I am saving from future ruin."

And yet, after helping in liberating the province of Haguro, crossing the Onnoki gulf and seeing that there do are cases when people are willing to give their all, even their own freedom, to be ruled by a benevolent leader in the case of Lady Inari's governance, I came to slowly understand that he might have had a point after all.

But… I still have my doubts. I still think that his solution isn't the best and only one that we can have. I don't believe that we need to give up on freedom to live in peace.

"Iwasawa-sama. We're finally here in Kanae Estuary!"

"So, this is the place, huh?"

Shogun Amanogawa Sora… I wish to learn everything that you kept out of me last time that we met. And for one last time, I will try to find a way and deny your way of governance that has almost no freeness for its people.
