Thomas Jefferson, the current President, a wealthy man in his late 30's, is bored in his office inside the White House.
He has already accomplished a lot of things today and now he's bored, he couldn't think of anything else to do except sit down besides his window and watch the capital.
It was pretty boring and he was once again back in square 1, up until he finds a ginger cat with Violet-blue eyes. It was indeed a very interesting sight, it was walking around with a piece of paper in its mouth.
The cat seems to be going to a certain direction seeing as it's stopped circling around, Thomas then glances to where the stray cat is heading to. He then sees another Ginger cat, but this time it has Bluish-grey eyes.
As the former cat approaches the latter, the more the the other cat looks like its about to pounce, finally the cat arrives, it drops the paper in front of the other cat. The gray eyed cat then proceeds to stare at the paper in front of it.
The cat from earlier seemed to be annoyed at the lack of recognition, and so he nudges the paper with its paw. Thomas then remembers the time when Alex and he were still working on the same staff. He smiles at the thought
This interaction between the two cats is like a reminder of Alex trying to convince him to sign his bill. And that's when he decided what he shall do for the rest of the day, and it's to visit the younger man.

The looks of the cats are basically what I'll be describing Jefferson and Hamilton.
The cats are used to show us a scene of something like what happened before, The Room Where it Happens, but in reality the cats are doing something else.
The placing of the capital is probably historically accurate.
