In the world there is the known and the unknown. If something falls into the unknown category we fear it as a natural human instinct. 
Well what if you had a power that pushed you into the unknown category would you hide it or would you willingly go to your government to become "known"? 
There are few who would do the later option but there are sum who would rather not do either, maybe you use your power however you want and hope for the best. 
Chris has no idea he is feared so what do you think he should do when he finds out he is not just that but he is actually the most feared in the World!
