'Before going at it, I need to decide on an order . . .' Shiki thought.
'I will leave Kiri for later since I don't want those foolish old bastards creating problems before the village stabilizes. Kumo's territory is where Mugetsu had the least influence while Iwa was one of the hotspots for the Akatsuki's activities and thus, moving without tipping of Zetsu was hard.'
'I'll start with Taki and then move on to Suna, after that, I'll think about where to go next.' Shiki decided.
The reason he chose Takigakure first was, due to the fact it was stable under a popular leader that was under Shiki's control which gave him freedom of movement. It was not one of the great villages so the challenge was lower and their jinchuuriki, Fu, was what he considered an easy target.
Not only was she ostracized by the rest of the village, she was unusually trusting and chatty while having a generally good relationship with the Seven Tails, Chomei, even if not to the level of Killer Bee. This created a mix that made approaching and persuading her quite easy.
Before setting out though, it was time to enact his plan for Yagura and Isobu so he called them to meet him.
"What's the matter boss?" Yagura asked, he had gotten use to calling Shiki that after hanging out with Zabuza since they got along surprisingly well.
Yagura actually respected Zabuza's attempt on his life since he was actually being controlled and needed to be stopped and Zabuza greatly respected Yagura after he saw the true him with the control dispelled, so they became fast friends, partnering up for some missions.
Facing the jinchuriki who had become his subordinate, Shiki spoke plainly.
"It's time to move forward with my plans for the jinchuriki, starting with you." Shiki informed.
"I have given an overview of the plan to Isobu and now, there is a choice for you and him to make." He continued.
"And what's that?" Yagura asked.
"Whether you want to continue being a full jinchuriki and Isobu wants to remain with you, or if you want to keep the power of one but part with Isobu and let him go his way." Shiki replied.
Yagura went silent for a couple of minutes before replying.
"I'll stick with Isobu, it would fell weird to separate after all these years."
"You already know I fell the same." Isobu echoed behind, giving his response to Shiki as well.
"Very well, come with me then." Shiki replied and teleported them to a secret location, the vault where he kept the Tailed Beast Scroll.
Once, it was just a method to gain power but it had become so much more and was now a cornerstone to Shiki's plans on how to deal with the jinchuriki and, by extension, Kaguya.
"What do you think?" Shiki asked Yagura and Isobu inside him.
"That your a mad, insane, utterly bonkers genius." Yagura absentmindedly replied as he saw nine perfect paintings that radiated with power that felt almost endless to him.
"If you both had chosen to separate, Isobu would have gone out to continue my plan while he would be replaced by one of these images so that you can keep your power as a jinchuuriki." Shiki informed.
"But, since you have chose otherwise, Isobu will establish a connection to this image so that he can control it like it was actually him in order to to leave our foes with the slightest of suspicions, after which the painting will be let into the world as a full Tailed Beast." He added.
This was the initial part of Shiki's plan, let the Akatsuki capture the tailed beasts that he had readied through his fuinjutsu and thus, compromising Kaguya when she was finally revived.
If the tailed beast took his deal there were several options. Either they worked for him, which would lead him to either give the jinchuriki a Tailed Beast Image to replace the real thing in case they choose sparation or he would use the Image to take the place of the real thing in the event tailed beast and jinchuuriki wanted to stick together.
If they choose not to become his people, then he would not spend such resources on them and just make preparations for when they were captured. While this also happened when the beast wanted separation from their jinchuuriki, at least,m as part of his group, they had certain assurances that the others lacked.
Finally, if the tailed beast was into it but the jinchuuriki was not, he would just genjutsu them, replace the real thing with an image under the original tailed beast's control while the beast worked for him with the former jinchuuriki being non the wiser.
Tsunade once asked him why not just bring Kaguya back himself and be done with it to which Shiki responded.
"Getting Kaguya is just one part of the puzzle, having a threat everyone can unite against will be great for uniting the peoples of this world, I don't want to be that threat." Shiki had explained to her.
"Even if they are united, they will start to break off from each other after enough time has passed without a common enemy." Tsunade warned.
"That's what Mugetsu is for." Shiki replied.
"The back up enemy for the world?" Tsunade asked.
"I just said I wanted to avoid that. Mugetsu role would be that of a boogeyman. Not an overt threat that the world need to fight directly against but one in the shadows." Shiki started.
"If any of the nation starts feeling like breaking off from the alliance that will be establish above board during the conflict with the Otsutsuki, then Mugetsu will take advantage of that to strike at them." He continued.
"Mugetsu will be a hidden danger that could not be faced in open war and protection from this danger was only through participation in the united alliance. If someone tries to beak off for their own selfish reasons, they will immediately turn into Mugetsu's primary target." Shiki explained.
He actually appreciated these questions Tsunade asked him from time to time, they often made him rethink his plans, make new one, realize mistakes before they became problems, etc.
Most people in Mugetsu held Shiki as if he was a flawless god that always seemed to have everything under control and didn't make mistakes or wasted moves. Tsunade was really the only one that challenged his views and made him think.
"You know, this is precisely why you're the main wife Tsuna-nee." Shiki said, still calling her by than name as a sign of affection and their past relationship.
It was the truth too. Tsunade couldn't question him because she was the main wide. It was because she could question him that she held that position.
"Oh I know that, Shiki . . ." Tsunade replied.
". . . But it feels really good to hear you say it~" She seductively added.
Following that, was what perhaps was the best night in Shiki's life. Sex feels so much more fulfilling when there is true meaning behind it. Not that sometimes, casual sex with someone you love is not bad. In fact, it is needed. Not good to be so emotionally charged all the time after all.
Still, he now had a job to do, go through these motions with the rest of the tailed beasts and their respective jinchuuriki, in the order he had previously decided upon.
He had specifically told Isobu to share his views and experience with his brothers and sisters so that they had their own thoughts by the time he reached them since Shiki wanted to leave this part tied up with right about now and with no loose ends.
Exactly like he had planned, Shiki's first stop was Takigakure and its jinchuuriki Fu. A young and upbeat girl, despite being ostracized by the rest of her village other than the current leader who happened to be her childhood friend.
Despite his position, it was not like he could force the village to accept Fu and change their opinions of her, and since he was quite busy with his duties most of the time, it left Fu feeling lonely.
Rather than going full emo and fatalistic, Fu just tried to make friends with anyone she could. In the end during shippuuden, despite hearing stories about Kakuzu and how dangerous her village's nukenin was, she still followed him to a remote location hoping to be friends, after which he had captured her without any trouble.
Shiki honestly felt a little sorry for her and since she was far more likely to be persuaded than the others, with even Chomei, the seven tails, being quite easy going himself, he had decided they would be the first ones.
And soon enough, Shiki had arrived in Taki.
