The population of the whole Kuwon state/province is only 50k (all 3 cities population is included)
It is really low as compared to any province in the whole kingdom of Tengyuan Kingdom, Why?
It is because of the land
The land in this province is barren and dry, so there is not much stuff that can be grown in this land. It's not like the land is super dry and has no chance of growing anything as the land does have some fertility,
But the fertility is not enough to grow farm items on a large scale
So there is not much business in this province and also has a very low population.
And this province comes under the control of Hao Tai, big sister of Hao Jiazhi
Even though she is the head of this province, but she won't have any control over it just like Hao Jiazhi
The province is solely controlled by the governor and it seems like the governor is one hell of a corrupt bastard that takes heavy taxes from the citizens

As for his black money, it's around 5million as he has now opened illegal casino's and also liquor shops also
He is earning a lot, his total earning is around more than a 40million ban liang per month (and that too by giving taxes, not full but half)
Today he is just eating fruits that are regularly sent by his big sister Hao Tai every week, and enjoying the sunny day as he sits under a shed
"My lord, there is a guest sent by Princess Hao Tai asking for your presence" Han Yachun said to Hao Jiazhi
"hmm? A guest sent by my big sister? Ok, tell him I am coming" Hao Jiazhi told her
He stands up and then visits the guest room where the guest is sitting
"Wooow… A soldier in my house? I hope it's not something serious" Hao Jiazhi said with a smile as he looks at the soldier who visited his house
The soldiers fall on his knees and in his greeting position stayed down
