Chapter 127 - More plans

Right now, Kyle was really seen in another light from both the economist that he chose, who was named Edward, as well as Theola, who had no idea that Kyle was so skilled in managing and deciding what to do. They both thought that the meeting would be to confirm their plans, but after hearing of what Kyle wanted to do, it only made more sense to go with his plan instead.

Edward wanted to say something but got cut off by Kyle, "Okay and lastly, and the most important thing is that we are putting a tax rate of 10% on all businesses in the country and on anyone that earns money." Kyle was standing and staring at the window and couldn't see the faces of both Edward and Theola. Again another shock run through them.

"Sir, with all due respect, this will cause us to go bankrupt. We are not going to be able to sustain the kingdom and provide for anything. As I saw from all the records, the bare minimum that we need is around 50% because otherwise, the city itself won't be able to sustain itself." Edward straight away said with worry.

Kyle thought for a second before asking back, "What has been the taxation per citizen rate so far? How many people have been reporting the profits that they earn?" There was a basic principle that Kyle knew about back from the earth as well. If you put that taxation too high up, yes, the city would be able to provide a better quality of life, but businesses, as well as those that wanted to rise above others, would struggle. On the other hand, the taxation heavens such as Monaco and Luxembourg were the richest countries that prospered and ultimately became the most powerful nations because of the way the only took the minimum they required without being too greedy.

That is why Kyle decided on 10%. "I guess that if you check, you will see that the taxation has been declining and considering that other countries ask for 60% of taxation at least, many people choose to hide everything or a huge sum of what they earn. What we are going to do is to let people pay much less, but on all of their income. As long as the taxation is fair and we only take 10%, there is no reason for them to be worry of us. Plus, that would let people expand and grow their business instead of the money being wasted in the city's pockets. In addition to all that, consider how that would make us look from the outside? That would be a free spread of news of a new country that only takes a 10% tax rate and can be considered to be the best place to do business." Kyle said thoughtfully.

Before, Edward would ignore this high remark as he had a formal education as an economist, and he knew that in order for a country to prosper, it would need to collect at least 50% of what people earned. That was the basic knowledge known all throughout the kingdoms. But now that he heard the reasoning from the new king and started considering. It was still crazy in his head, but he thought that 'It can work…' With that, it was decided.

From that point on, everyone had a 10% tax, and there wasn't a single tall taken from the merchants that were travelling from and to the country. This news straight away spread far and wide, and every citizen, every merchant and every nobleman prayed that night to the good health of the new king.

The very next morning, in the newly built city hall, a huge merchant was surrounded by 5 helpers, and a line that was right in front of him was already unseen from the inside and started far outside. Each and every person here was bringing a small or rather big bag that contained some money. This was never seen before as taxes were collected by special army mans that were the most feared and hated, but now people came on their own because the taxes were so damn low.

The fat man who was writing the names, as well as sums down, was sweating all over. It was his first day in the newly appointed position, and he has already collected more tax money that the yearly amount before with the Devil King. It was something unbelievable that he simply couldn't believe.

Kyle's next meeting was with the city architecture. Together they talked about splitting the city completely different from what it was right now with different regions based on the status and type of occupation. Not force like before but solely based on the pricing and the surrounding that was determining everything. If the person wanted to move up the social ladder, he had to buy his way into one of that regions in order to make sure that he was working hard and always had a goal and possibility to grow.

The most important thing except talking about the exact industries and ways to allow them to build, they talked about expanding the city outside the walls. Before, it was complexly forbidden to build in a 100-mile radius from the walls. But Kyle didn't really see anything bad from it, except that in case there was a siege that it would be harder to defend those that lived outside, but what if they moved the walls?

Once again, the architect at first looked at Kyle like an idiot. Still, after considering how much money the city's expansion would bring in to the treasury and how more modern their defensive system could be, he completely changed his mind. This man was not an idiot but instead was a genius that thought outside the box.

Later after meeting the Agriculture, education departments, Kyle finally finished his plans for the city. In his eyes, it was not perfect, but it was very close to it. It was one of the best things that Kyle could think of because, at this point, it was exactly what he has built-in all of his city management games and considering that the only one that he played that was in the medieval setting, he hoped that this run would finish much better than everyone dying from hunger or plague…

Kyle was by himself sitting in an array formation in the mountain range that was before taken by the demons and was corrupted to the bottom.

Huge horns were on his head that were glowing green and drawing energy from everywhere and boosting the qi consumption as well as the absorption rate.

He has been training like this for the past month. Kyle only wanted to try and practice for a couple of hours, maybe up to a day, but the changes in his body required more immediate attention than he thought and so a day became a week that later became a month.

All of a sudden, a wave of pure force rolled out from Kyle's body uncontrollably, putting out all of the spiritual, forever burning candles as well as scaring stiff every little organism in the surrounding area.

Kyle, a short while after, opened his eyes, and a pair of sage eyes started looking directly at the ceiling of the adobe. The ceiling was as if the night sky was above him, and many fallen stars were constantly falling. This resulted from Kyle's cultivation practice during this month as before this ceiling was exactly the same as the colour of the floor.

Kyle breathed out and smiled, "Productive day! I finally was able to consolidate my base and start understanding the levels of strength of different parts of my body that I really need to improve." Kyle said out loud. He was excited and scared at the same time right now because of the changes that he has experienced. The biggest change was the elemental ring that seemed to be constantly burning up by the ember that was ever hot. With every living second, each element's energy was getting stronger and stronger as the heat constantly burned up the impurities and only left the purest energy.

Everything starting from the elements and spreading to the outer layers were still hidden to Kyle's eyes. Still, everything was being tempered.

Another change was exactly at one of the rings that was far outside. There Kyle spotted a new element that he never saw before. It was black and red energy that had some sort of flames coming from it. Kyle, straight after looking at it for the first time, got a notification from the system that told him that it was called the Blaze energy.

The Blaze energy was something that Kyle never heard of, and after trying to take it out into the surrounding, Kyle understood what it was straight away.

The long stream of the red and black liquid rolled out of Kyle's hand that was ever-changing moving. It was as if he was holding burning magma from the volcano.
