The Minister, Uncle of the Joutar, was in a dilemma. He in one way felt it was the right thing to deal with the problem quietly to not embarrass the Queen while on the other hand, it was his duty to report everything to the Queen to keep her aware of the truth of the situation. 

But at last, he bent down to the logic of his nephew. Joutar was aware that he doesn't have much potential to rise due to the low purity of his blood but he wants to prove himself by performing well in his present position. 

Therefore, instead of reporting the problem, he wanted to display his usefulness by quietly solving the problem all by himself. He wants to establish that Joutar, Charge in Security was the best in his work.
