You are able to pause/slow down time.  You are able to do so very precisely too, in such a way that you can specifically pause/slow down a particular part of one's body. However, you are unable to go back or go forward in time and are unable to be precise when you cannot see or sense (basically when you do not know it's location) the person or item. Using of quirk too often or too much(the person(s) or item(s) possesses a lot of energy) will lead to concussions, weak breathing/heartbeat, nauseousness.
