After the mermaid arrived, one week passed, and from her own eyes, she could see a new culture, another perspective from the humans she had mixed feelings with. Kaia was guided by Vlad to all the places his capital city had to offer, from his jewel Sol, to Dawn who was still under construction and Serene.

When she was in Serene there was even a comical scene with Kaia who jumped inside the canal passage of the city, swimming alongside the small transport ship Vlad and Sofiya were in.

"Kaia, you shouldn't do this. What if some ship hits you while you are not focused? Who should we put the blame on?" asked Sofiya at that moment, feeling awkward at the fact Kaia was smiling at them, shaking her head.

"Lady Sofiya, it is fine, the water is clean. And my senses in the water are increased by a lot so I can dodge a moving ship."

"Dear, let our guest do as she wishes. It is not like we can force her to do anything." commented Vlad tapping on Sofiya's right thigh as they were sitting inside the ship.

"I understand, but we have to take good care of our guests."

"Indeed, but not in such a way that it will feel as if we are bounding them to some standards."

This was just one moment in Vlad's and Sofiya's job as tour guides, taking Kaia to all sort of locations, before returning home and bringing her to the Orphanage which surprised her and also touched seeing all the kids, welcoming her, following the guidance of an old man with long shoulder hair and a full beard while behind him was another old man.

"Welcome to our home, miss mermaid." greeted the entire group of orphan kids, before they began approaching closer to her, and ask with

"Can you tell us stories from your home?"

"Do mermaids have the most beautiful singing? Can you sing something for us?"

"How do mermaids' poop?"

Opheltius shook his head while Nius started laughing hearty when he heard one of the kids ask Kaia about such a stupid thing.

"Haha, little brother this is what you are teaching those brats?"

"Tsk, hey you, little Gloss this is how you talk with a young lady older than you? Don't let others make fun of me, believing this is all I taught you."

"Ayyyy, it was something bad? Sorry, Grandpa Tius."

Kaia shook her hands, while laughing at the scene taking part in front of her, and thanks to Vlad's walker, she stepped forward to gaze at the curious orphan.

"Sorry if I said something bad to you, miss mermaid."

"No harm done. A bit indecent, so I will only tell you this." lowering herself to whisper to the boy's ears, she told him something which made the boy step back embarrassed.

She turned later toward Opheltius and greeted him respectfully guessing without Vlad telling her that Opheltius was his grandfather, the King of Kaysang, but her keen senses were enough to discover from the manner the second old man was looking at her, that Opheltius in front of her wasn't someone to disrespect.

"Greeting's sir, I am Kaia of the Ryugu Kingdom, maid of the Queen Otohime. I will be in your care until Lord Vermilion gives me an answer for the request, I had for him."

"Ohh, the Ryugu Kingdom, I heard of the kingdom of the Fishman, nice to meet you, young mermaid, I am Vermilion Opheltius."

"I see, you are Lord Vlad's grandfather." mentioned Kaia, quickly figuring out who this kind-looking old man was in front of her who moved to shake her hand.

"Indeed, don't worry young Kaia, while my grandson likes to have things in his control and plan ahead for all his steps, I am sure he will consume himself on how to reply to your request. I don't know what problem you fishman have encountered since I was removed from my throne for quite a while, so I can't bring myself to tell you my grandson's decision."

"I fully understand that, Lord Opheltius. I can only wait, and pray that the answer is the one I am wanting to hear." said Kaia looking at the two old men, before a young lady with jet-black hair and mesmerizing purple eyes stepped forward saying with a sweet voice.

"Grampa Tius, I will take care of Miss Kaia. No need to stress yourself on helping out."

"Haha, I am a worker of this Orphanage, I don't need to be supported around, little Fay."

As Fay took over Opheltius' task of guiding the newly commerce at the orphanage, she helped Kaia climb the stairs, and as she departed Nius was still gazing intently at the back of the mermaid, that even got Opheltius pondering, asking his old friend.

"Big brother, what's on your mind? You kept staring at that little mermaid girl."

"Hm? Nothing much, it is just my first time seeing a fishman and merfolk. That Fishman Queen probably got tired of staying at the seafloor and wanted to get a breath of fresh air, and she sent people around to be like ambassadors to try finding available pieces of land outside."

"Sigh, It is sad if you think about it, big brother. Being limited to just a small piece of habitable territory."

"Little Tius, we don't have any moral obligations to help them. Anyway, I will go to Vlad and talk with him about the legal paper he writes for abolishing the Feudal System. Take care."

"Likewise, brother. Don't worry about me, I am loving this job, interacting and raising up the youngest generation of the Kaysang. If I couldn't give my grandson the love he required in his childhood, and my son since I was the King, now that I no longer have to shoulder all that weight on my head and shoulders, I can relax like any old man, and enjoy life."

"Lucky you. I still can't step away from the madness I have entered, not until I see everyone who wronged my people die."

Saying that, Nius existed the orphanage building, and walked toward Vlad's mansion, and after knocking casually he opened the door stepping inside, nodding at Robert, Tomas and Aerius who were on the main room playing some card games, before he entered Vlad's study room where he could see on his table lots of opened books, along with pages spread around himself.

"Grandpa Nius, how rare of you to visit us. Come, sit here on the bed. Do you want some coffee or tea?" asked Sofiya with a warm smile on her face, seeing Nius enter their private room, to which the old man casually laughed, replying to her.

"Little baby girl, I want some wine if you have some in store."

"Che, you should stop drinking at your age but I will not start nagging you old and young bulls since I am wasting my energy doing that."

Ending that, she walked outside the private room, leaving only Nius and Vlad inside, where the old man as he got next to Vlad, reading some papers he wrote, asked jokingly.

"Does that baby girl nag you for drinking wine?"

"Let her be, this is how women are when they don't like something you do. Anyway, you've come to help me write the legal law and start drafting the constitution for the new regime?"

"I am not good at writing, but if you have some uncertainties, I am here to help you out."

"So, assuring." said Vlad sarcastically, while his right hand was writing at fast speeds.

"Kid, I am a fighter, not someone who deals with papers and laws."

"I get it, now quiet down a bit, and enjoy the wine, it is from old Marcus, the real deal. It was quite hard to get some of that wine from his cheap hands. Sigh, that old man doesn't even put into his eyes my status as Prince, and future Monarch of this kingdom.

"We will see how good it is. Now, good luck with your writing, I will go play some cards with the kids if you don't require my help."

Vlad could only wave his hand, focusing on the law he was drafting while reading from the law books from different kingdoms, along with the manuscript that was talking about the Absolute Monarchy concept which the person who wrote the manuscript talked in depth about the advantages and also weaknesses, which he took it for granted, starting to plan in his mind a way to fix those breaches.

He would sometimes consult with Sofiya in the tricky parts of the manuscript even he couldn't understand, and they would discuss it, before returning back to writing, until settling down on a last draft which had him smile wickedly.

"This will do. It will leave some leeway for the nobles, but they will never get the same power as in the past. It might seem cruel of me, and even hypocritical, but for a strong Kingdom, and a strong Empire to rise from its ashes, harsh reforms for certain classes of people will be required. I gave my word to those ghosts that I will return Atlas back to the worldly stage, this is just the start."

"It is already 3 AM dear, come get some sleep. I will read your paper tomorrow so I can see if you are burning this kingdom or not."

"Sorry little succubus, but when my head starts working, it will be hard for me to stop." replied Vlad, placing his fountain pen back to its holder, and cleaning up his mess on the table, before changing his clothes and getting to bed.

"You no longer got sleep in you? I can sign some lullabies for you as we go to sleep together." asked Vlad with a small smile on his face while stroking Sofiya's tender face.

"Some stories would do fine, dear." said Sofiya snuggling at his chest, closing her eyes while she embraced Vlad.

"I see, then I will tell you about the sheep's tales, who got lost in a maze created by the forest of night."

As he started it took about 15 minutes before the two went to sleep, recharging their energy, and preparing to strike the awe of people.

The event of him finishing the abolition act for the Feudal System happened on the second day after Kaia arrived in Sagletius, after consulting with a small group of his councillors, the original people who were beside him even when he was just a 14 years old brat, Aldenis, Kavos, Faust, Johan and Sofiya, with old Patrick returning to Picodras after the Council Meeting.

They weren't taken aback by the law act because it was something they discussed with Vlad beforehand, knowing some of his plans for the future, and having nothing to remark or change they left it to Vlad's authority to act and sign this piece of paper.

"Vlad, we still don't have enough people to publish this law in the kingdom. I have started my screening for the bureaucrats capable of assisting the new Governors that would be selected in two weeks' time. We can only get the news of the side we controlled in the past because the logistic route has been established, but for the newly integrated."

"How long will it take for the other part to be accustomed to our logistic line? From the dial snail, to the newsboard? Faust, I know your brain would probably explode if I asked you for more of your gadgets, but is there a possible way to use the dial snail in a broader way?"

"Boss, what do you mean in a broader way?" asked the blonde young man, while his face turned serious, starting his head's wheel gears.

"You know, letting people hear my voice from a distance, similar to the small dial snail."

"That's hard, I never heard of anything like that." commented Faust quickly, never hearing of such a dial, and as he started to contemplate it at full capacity, from the corner of the Council Room, Oliver's voice was heard saying calmly.

"Your Highness, there exists such a dial which can be connected to screens which shows an image similar to mirrors. I have seen them inside Sabaody Archipelago, Dressrosa, Bollywood, and they are a creation by the Marines lead scientist Vegapunk."

"There's one, good. Oliver, I will leave acquiring those snails and system of communication to you. Any money needed for acquiring them, you will see them."

"Sure, it will be a bit of a pain contacting my old links with the marines, but some gold can buy out even the just one. Anything else, Prince?"

"This will be all for you. Be ready to watch Morgans when he comes to Sagletius in a couple of days from now on. Old Aldenis, I will postpone the announcement of the law until we have everything settled on the logistic side so the news reaches all the citizens of Kaysang in a single day, the day I announce the abolishing of the Feudal System."

"It shouldn't be a problem since I would be required to shift my attention to that half of the kingdom." commented Aldenis noting down on his agenda something using a fountain pen, similar in design to Vlad's before Kavos informed Vlad on the progress of his construction sites.

"Vlad the reconstruction of Dawn has progressed a lot with Wilhelm's help. Might say the progress is about 40% from being fully reconstructed. Wisdom Palace I only began the work on, supervising the repair, while my trusted men are supervising the other important projects."

Afterwards, Johan, the Craftsman of the Kingdom, took on to notify Vlad about his metalwork on the beans required in building the aqueducts and bridges was going smoothly, before ending while rubbing his hands and saying awkwardly.

"Young Vlad, you know I am not someone to whine about my funds and equipment, but to be able to keep up with the increasing demand I will have to expand the workshop, and I don't have enough money to do so."

"Send a letter with the costs you need to Aldenis, after we check the budget we will draft a plan for you, okay?" responded Vlad fully understanding that he also had to support his trusted people if things were to be bound to work.

Settling down his problems while checking on the progress of work from his councillors, assured him that they were on the right path. An advancement he could only dream about in his first life, where it looked as if he now got wings to fly thanks to his magnificent advisors.

Days passed, and the one-week mark arrived, bringing a change in the landscape of South Blue. On the high skies where everything seemed to be covered by clouds, the figure of a Zeppelin dragged in the air by a large flock of gulls.

From inside the Zeppelin a tall man in the shape of an albatross with small eyes and a large beak looked over the window down the ground where using his keen eyes he could see some small islands.

"Mister President, do you know where to land the gulls? We can't see anything from up here." asked the gorgeous blonde woman who looked more like the albatross man secretary.

"Kuwahaha, why are you worrying so much, Anne? My gulls will never get lost since they are communicating with the entire network of gulls of the South Blue that I established. We are one hour away from Kaysang Kingdom.

Who would have believed that this obscure Kingdom would be placed right in the middle of the South Blue, holding such an advantageous position when it comes to trade and spreading their influence around themselves."

"Guys, are you ready for your break? I did promise you some breaks, yet we got pushed around by those crazy people, not being able to relax for a long time." said Morgans turning his head at his employees, where some relaxed watching pictures, while others kept themselves busy writing at their mechanical keyboard.

"Ohhh! You finally remembered about our vacation, boss. I don't know what to expect from this Kaysang Kingdom, but from how well-spoken and humble the Prince sounded, I am willing to bet it is pleasant." remarked a journalist responding to Morgan's comment, while starting a betting game, where the core journalists began betting like addicts.

"Hehe, let me get to the frail too. Argh, fine, I will not tag in." commented Morgand after Anne pinched, plucking some of his feathers from his cheeks when hearing he wanted to enter a betting match.

"Morg, you are really bad at betting and are also petty about it. Stop it, get yourself some help." said the blonde woman, Anne, as she plucked Morgan's feathers with a cute smile on her face.

"Auchh! Stop it! I get it, I will not bet, so stop plucking my feathers or I will shame you, kuwahaha."

With each minute it passed, Morgans began lowering his Zeppelin reaching an altitude which allowed his people to admire the scenery of the islands which still locked small from their altitude, but slowly as they got closer to the mark mentioned by Morgans, a large piece of land was revealed where even from the air, the figure of a large palace was unveiled.

"Woww. I have never seen a palace in my life. Is that real, Morg?" asked Anne while holding into Morgan's hand, staring by the window at the palace as the Zeppelin approached deeper inside the landmass.

"Don't worry dear, you will get the chance to visit that palace all you want. Get ready guys, we have arrived at our destination, the Kingdom of Kaysang. From Leif information, the palace at the center is called Wisdom Palace, the residence of the Royal Vermilion House. Hmmm? It seems to be under repair."

"Didn't Leif mention how the castle was mangled in the war for the throne between the Vermilions and Nobles?" asked one journalist who got by another window to stare at the city which in his eyes got even closer.

"Yea, that's right, I remember. Now quiet for a bit, I have to search for a spot to land the Zeppelin." said Morgans, focusing on a place to land his Zeppelin without creating a commotion, and lucky for him, such a place entered his sight, an elevated hill with a relatively flat terrain in a part, closer to a dense forest.

"Found you bugger. Sigh, it is always a pain landing the Zeppelin closer to cities. " said Morgans, as he engaged in landing the Zeppelin on the greenfield, where in the distance the farmlands of Sol were situated.

Morgans could see the farmers, from kids to adults look up with big eyes while pointing at his machinery as if they were aliens descending on the ground.

"I hope those people don't come to check on us. It will be troublesome explaining to them who we are without creating a commotion."

Saying, Morgans exited the Zeppelin, and taking his dial snail he formed a number and called a person, waiting for the call, he found some weird noise behind him, akin to the dial snail calling.

"Don't tell me?"

"Greetings to you Mister Morgans, I am pleased to welcome you to my home. Also, I hope your journey to Kaysang wasn't rough coming from such a long way."

Morgans turned his body while his feathers spiked up, as if he got goosebumps, only to see a young man similar to the one he received a picture of, standing behind him with a greeting smile.

'He seems quite small compared to those monsters. Also, handsome enough to make me a bit jealous, but hey I got the height advantage thanks, mom. Damn, are you sure a brat like you can protect me from the Emperors if I start shitting on their heads for all the dirt they did to the world?'

"Nice to meet you Prince Vermilion, I am Morgans. Since when have you been standing here waiting for us?" asked Morgans, not knowing for how long Vlad waited for him to land.

"No, no, I just arrived, when you exited your machinery, I also got here since my mansion isn't far off."

Hearing that Morgans could only do a small laugh, extending his hand for a handshake, but with the mindset of checking on Vlad's powers, and while using his Armament Haki on the shake Morgans gazed at Vlad's reaction as he was doing the shake.

Vlad smiled casually at him at the beginning, before his smile crumbled, revealing a serious expression, a change that was played right in front of Morgans who tried to crush his hand, but from nowhere a dark-crimson wave came from Vlad hitting him head-on, lowering his strength, and making him step back.

'That is Conquerors!!! This young man has it! He is legit, no need to doubt him. Ahh shit, I hope I didn't piss him off with the test I did on him.' thought Morgans, before trying to apologize.

Yet he was stopped by Vlad who chuckled, saying to him with a calm voice.

"I think this is what you wanted to check, correct? I am worthy enough to have you as my guest?"

"Your Highness, I would be a fool to even mention such nonsense. Come out guys, everything is safe, let me introduce you to His Highness Vermilion Vlad."

Vlad turned his head at the entrance and could see a group of 13 people along with a blonde girl exiting the Zeppelin shyly, bowing their heads at Vlad respectfully while greeting him.

"No need, I am pleased to meet you, World Economy Journal. Let me first show you my city where we can talk and also sightsee."

"After you, Your Highness. Could we also get a member of my family to go sightseeing, you've met him already, he is Leif."

"I really don't mind it. Do as you wish since we have plenty of time for everything."
