Leon gives a secretive stink eye to Moros. That equipment is something that he made for the 'Lickers', an automatic weapon that could be put to the Licker. Something that he gives to the Rebel forces. The basic is quite simple with the firing mechanism linked to an automated sensor and activated once using a wireless signal. The downside is the weapon is indiscriminate once activated, so it can't be used if there is any civilian in the area. Considering that Licker itself is a secret weapon that civilians must not know of its existence, it was not a big issue. Leon also put a a safety mechanism to prevent capture by the government forces. If the Licker heart stop beating, it would explode violently.
Moros quickly answered "This is a weapon system that we put on donkey and cattle, something that Mr. Connor has created for us"
"Because the Government forces slander us claiming we use Biological weapon, we was forced on passive situation to get armament in the International market. Leon knocked her head a little as he spoke "I want you to preserve yourself! Can't accept you to be damaged for my sake"

"Good, so to finish this quest I would depend on you!" Leon answered.

"I have my consideration. Me and Christine are more than enough to finish this quest, more people would mess things up. Yin Zheng with us just for the testimony, otherwise throwing all blame to Neo Umbrella will be deficient without his credibility. Therefore this is the essential condition"

"Second, I will not kill Svetlana, I also won't allow you to kill her. She has uses, I will imprison her for the moment!"

"Third, I need you to prepare three deep sea submersible equipment, and a luxury yacht, and a helicopter to help me temporarily"
