"Everyone, please go back to your homes!" Out on the street's, Pyrrha was in her Huntsman clothing. It was dark, yet the torches people were holding in their hands lit up the street. Rioting Faunus were screaming and yelling, holding up signs. "Everyone-" Pyrrha was caught off guard as someone threw a rock at her.
"Screw you!"
"You're just a dog!"
"You all can burn in hell!"
Blocking it with her shield, she looked surprised as the police of Argus stood in front of her. "Please get back. These damn Faunus are going crazy, don't waste your words on them." The police began trying to suppress the rioting as Pyrrha looked on. 'How did this happen. Everyone is going absolutely crazy. I don't know what to do.'
At the same time, in the crowds hidden under black hoods, members of the White Fang were whispering to Faunus. Scenes like this were happening all over Argus. At the same time, as all of this was going down, Shen was preparing something. Under the building, they were using as their HQ was a large empty underground room.
It had been set up, so there was a stage along with a large screen attached to the wall behind it. It could easily house hundreds if not thousands of people. Using his scroll as a phone, he was talking to L1 and L2 back in Kuchinashi. [Sir, around 60% of all Faunus and practically every White Fang member here has been converted to your Militia.]
Shen smiled hearing that. Sixty percent may sound bad overall, but there were just some Faunus who would rather live life in peace than take up arms. In the end, he could focus on them later. After all, Sixty percent was a lot, especially considering how news has spread about Kuchinashi being a safe haven for Faunus.
"Were there enough uniforms for all of them?" L2 responded after a quick check. "Yes, we still have around one hundred and thirty remaining. Looking up at the ceiling above him, Shen let out a sigh of relief. "Good then have every airship you have prepared to launch, destination Argus. That includes Vehicle transportation ships as well."
After that, Shen ended the call as the elevator leading to this room dinged and opened. "Ah there you are Torchwick." Torchwick was alone as he walked over to Shen standing on stage. "So this is where you're going to have your big speech?" Shen chuckled as he bent down and grabbed a briefcase sitting next to his leg.
The next second he threw it over to Torchwick. "Hmm?" Torchwick was confused as he opened the briefcase. Immediately his eyes went wide when he saw what was inside. "This…" He looked up at Shen as he saw him nod. "That's over two hundred thousand Lien. Consider it a reward for your good work. Although the real prize is what's underneath."
Torchwcik saw that a black uniform was hidden under the Lien as he closed the briefcase and looked at Shen. "And here I thought you called me down here to cut me off." He knew how ruthless Shen could be at times. The more powerful he got, the higher the chance Shen would kill him off.
"Don't get me wrong. I've definitely thought about it. In fact, after you help me set things up in Argus, I planned on killing you." Tilting his head, he continued. "But I changed my mind. You're a lot more useful than I originally thought. And in all honesty, I want to keep you around for a long time to come. As long as you don't slip up, that is."
Torchwick seemed a bit confused as he asked something. "So this is like a welcome to the inner circle of whatever you're making today?" Shen shrugged while nodding. "I suppose so. In any case, the final show is about to start. You should join Neo on the Roof. I'll be up shortly after I handle things here."
Torckwick said something to Shen for a second before turning to leave. "You know I'm really interested in what your end game is." He got back on the elevator and began to make his way up to the roof. After he left, Shen began to dial a different number on his scroll. After a moment, a familiar voice came through.
[Shen, so you've finally called. The Black Sheep began to think you had forgotten about us after all your recent 'exploits'.] Shen answered calmly. "Of course not; it's good to hear from you again, Venti. I'm here to finally call in that favor. With you all watching me, I'm sure you're aware of what's going on in Argus."
[Of course, we have to admit we didn't expect such a bold play from you so soon. We're quite interested to see what you do. So what is it you require from us?] Hearing that they really were watching him, Shen laughed to himself. "Of course, it'll be a display worth watching. But before I can pull it off, I need you to shut down the borders of Argus's territory."
Venti, on the other side, seemed surprised by Shens request. "Other than Grimm and White Fang airships, I don't want anything getting in or out. That means blocking any attempts of travel and military interference. We already have everything, including the Police, Sanctum Academy, and Atlas Military suppressed here. I just need you to handle the outside world."
[Hmm… This is quite a big request for your first favor.] Shen nodded on his end. "Yes, it is. So can you do it?" Venti went silent for a moment. Over the call, Shen could hear her talking to someone, probably checking in with whoever is in charge. [Very well, however, with resources I've been allowed to use on you, I can only give you twenty-four hours. Any more would be a loss on our side.]
Hearing that, Shen didn't hesitate. "That's more than enough. Just do it as soon as possible." It really did help to make connections early on. [Alright, then, I'll put in the order now. Good luck with your endeavor.] With that, the call ended as Shen was left with a grin on his face. 'Everything so far has gone well. Now I just need to convince the masses.'
Within an hour's time, White Fang members and Faunus alike began pouring out of the elevator. Slowly filling the room, Shen quietly watched as they all arrived. The number of people standing before him dwarfed the White Fang members he had Sienna send him in the past. As the final few arrived, all eyes were on the stage, looking at Shen.
However, there was an aura of grief, anger, frustration, and doubt at the same time. The atmosphere was heavy, and everyone seemed to be lost. Taking a step forward, Shen got everyone's attention. "The White Fang was created as an organization to improve relations between humans and us. It held the hope that we would obtain rights to live among them in peace."
Shaking his head, Shen acted as if he was disappointed. "Yet that didn't come to pass. And so, we adopted more radical methods. Hoping to inspire respect in them through fear. They marked us as terrorists and forced us into a corner, and this was our response. Yet even still, nothing has changed. We still find ourselves in a predicament where they are allowed to slaughter us in the streets like animals."
Behind him, the video of the Argus Police shooting the unarmed Faunus played. Shen could immediately tell the people below the stage were getting restless. "They treated us like monsters. And while we refused to cross the line and fight back properly, they did not. They frame us, slander us, abuse us and even work us like slaves. Even those who do not hate us don't take action and would rather turn the other cheek."
"Why do we have to hold ourselves back while they attack us? They treat us worse than even the Grimm, so what is holding us back?" Everyone in the crowd below him seemed not to know the answer as Shen held up his hand. "It is the concept of the White Fang itself. The idea and philosophy it has imparted onto all of you."
"I've lost so many and continue to lose more cause the White Fang and its High Leader refuse to take action! Do they want to treat us like monsters? Do they want to suppress us and shove us in the corner of the world they can't see us? Then how about we show them what happens when we shove back?"
As Shen pointed to the crates lined against the wall behind them, people were beginning to get riled up. "Today, here I have decided to take that change up into my own hands! The mercy they have refused to give to us will be given back to them tenfold! We shall create something new! Something better than the White Fang! Something that can deliver not peaceful justice but deserve an unending vengeance!"
Shen's words seemed to click a chord with everyone as the crowd got extremely riled. They all trusted Shen; practically everyone in the White Fang here in Mistral did. Now with all of the things that had happened, they had reached their breaking point. "I ask all of you to take up a new banner alongside me. To take up arms and fight! Let's not wait until tomorrow to make them suffer for what they have done for hundreds of years!"
"Ya!"
"It's time we got back at those bastards!"
"They killed my wife!"
"Why should we spare them after everything they did!"
"Well, take matters into our own hands!"
Screams filled the room as Shen began diverting people's attention to the crates. When they were opened, entirely new uniforms that could be linked with Blakes could be seen. They were more militaristic and much better quality than anything the White Fang could produce. They were mostly black except for the insignia on the shoulder.
It was a black sword beaten and broken, being held up by three pairs of wings. Watching as all of them tossed their White Fang uniforms aside, Shen's smile grew. Soon everyone had changed into the new uniforms. "Good now, fall in line." His voice turned more sinister as he snapped his fingers.
Immediately people felt the uniforms they were wearing move as if they were alive. "After all, you're all wearing clothing made with fifteen percent of my Life Fibers." Activating the clothing remotely, there was a chorus of groans and gasping. The Life Fiber's in the clothing invaded each and every person's body and mind.
Soon those groans faded as Shen watched everyone there practically moving in sync. Standing in line before him, they all saluted and spoke. "We are ready to serve!" Shen's eyes glinted as he gazed upon his new Militia, or to be more accurate now. The new army he had created for himself.
'Yes, with every uniform I gave out here, and in Kuchinashi, I can now use Mental Refitting remotely on each and every person who puts them on.' Not only that, but they would also be enhanced to the point their abilities would dwarf that of the average Huntsman. They were superhumans with absolute loyalty to him and him alone.
"The time has finally come." The amount of effort he had taken to reach this point was insane. So much planning and work, so many steps he needed to set up beforehand. But now, it was finally time for action. After commanding all of them to make their way outside, he took the elevator to the roof.
As he went up, his clothes began to change with the help of his Life Fibers. When he finally arrived, he saw Neo and Torchwick already wearing the uniform he left in the case. "How is it?" Shen looked towards him as Torchwick laughed. "Amazing, I don't know how you did it, but I never thought clothing could be so special."
Torchwick's uniform was made out of thirty percent Life Fibers instead of fifteen like the others. While it was less than Blake's, it still made him more powerful than practically any Huntsman. And that was without even using its full abilities. Neo looked at the two of them, rolling her eyes as Shen said something. "You'll be getting yours soon enough. But for now…"
Shen looked down as all of the former White Fang and Faunus marched out of the building as his loyal soldiers. Turning his gaze upwards, he saw that black hazes were moving close to the city over the sea and land. "Are those… All Grimm?" Hearing Torchwick, Shen was sure Salem had finally done what she said she would.
"Alright, then, no need to hold back anymore. All of you! Burn this city to the ground. Kill everyone in sight!" His words echoed loud and clear through the air as his new army began their attack. With their new abilities, it only took a moment for screams to begin rising up into his ears. Within minutes they began spreading out, causing chaos and death everywhere they went.
