After the World Eater had left with the vessel of the General, everyone hid the fact and used a puppet to take over the role of the General while waiting for the God of Void to return. After all, it's impossible to kill the God of Void alone. For him to truly die, you need to kill him with the God of Destruction, whose life was shared with him.
