Fu was aware that the most powerful Mexican drug cartels had established contacts with providers of both precursors and manufactured drugs in Argentina more than a decade along with their own contacts in China. He also knew that despite police seizures in Argentina and the initial decline in the imports -whether legal or not- of ephedrine, trade had resurfaced to its previous levels, and local bands had territorial dominion over areas in cities like Rosario and Buenos Aires, with a large increase in violence in them by the settling of scores between these gangs.
