It was a simple problem, 4th bridge were being controlled and was being manipulate by other bridge, to stop 4th bridge from growing. It was clear that other bridge need the workforce and labor power that 4th bridge has, but they refused to pay more, which is the reason 4th bridge has to be barred from developing. But as of right now, their manipulative games has gone overboard that many people of 4th bridge lives were on the lines.
