What if everyone lost the right to being a parent?

Let me explain the government has no control over this scenario. This involves intelligent AI Android Robots that look Identical to young adult humans ( my concept of young adult is ages 27 to 35; since at the age of 27 your brain is fully developed. ) They take care of the infants all the way to the age of 27. The only thing that is mandatory is reading, writing, and basic mathematics (add and subtracting). After that the children's can learn on there own if they are interested in it. They can also ask these Android Robots questions and they will answer them to the best of there ability and not shut them down and encourage them that thinking for themselves is a good thing as well as always question everything around them. When they hit the age of 10 they get a oral questionnaire on if they are an extravert, introvert or an ambivert. If they are an extravert they go to the area that allows everyone to socialize in person and online. This area has many hang out centers to get them active and talking. The computers have internet that is separated from the world so they can talk, text, or even video chat will other extraverts, as well as the introverts and ambiverts. The rooming section has 10 people per room to sleep and hang out in. For the ambiverts They have a bitt smaller section but still many areas to hang out in. The rooming section has 5 people per room to sleep and hang out in. While the introverts get there own room that has very thing they need. Once a month the Android Robots check on them all to see how everyone is doing. When everyone starts to go through puberty the Android Robots tell them about the what they are going through and how to deal with it. They also teach everyone to respect each other and not force anyone to do anything they are uncomfortable with and to respect boundaries. They will also tell the children's that their actions have consequences and those actions are there own no one else. All computers have digital books, games, video makers, areas to write and read others content. As well as watch and create videos to entertain themselves. They also have entertaining interactive learning videos to help them expand their horizons. Every room has at least one bookshelf filled with basic math(add, subtract, multiply, division, shapes, and graphs) basic science(Biology, Chemistry, Environmental, and Physics ), basic literature(Edgar Allen Poe Works, Charles Dickens Works, Dorothy Dunnett Works, and William Shakespeare Works), a few novels (romance, fantasy, and Sci-Fi), a couple of random books (D&D, comics, manga, how to draw, color activity) and a few plush toys along with some Knick knack's. When everyone turns to the age of 27 they will have 3 options. Option 1; They give their body to science so people can easily have organ donors so others do not suffer. Option 2; They stay go to a different area where they stay there and live how they want but they must give up the ability to reproduce in order to do that. Option 3; they give them 10,000 dollars to start off and make a life of their own. They will get a temp job for 1 year to prove their employers that they should be here and have the complete freedom of being on their own.

To me this is a low level tier Dystopia.
