A group of Spec Ops operators are saved from the jaws of death by the intervention of the Supreme Law of Time. However, nothing comes for free. A prices must be paid. A duty must be delivered.

This was a phenomenon that occurs when two combat Masters and above faced each other. It had nothing to do with power level. It was a culmination  of beliefs and experiences each fighter had in their martial art. This phenomenon was especially strong when the fight was between Masters of the same Martial art or Martial type.

Whoever was superior in the Clash of Intents would have an advantage over the other in the mental aspects of the battle. It didn't mean the inferior would lose, however in a clash of life and death, every advantage could count.
