A group of Spec Ops operators are saved from the jaws of death by the intervention of the Supreme Law of Time. After waking from a coma, the team's leader finds himself bound to an alien symbiote. And thanks to the symbiote, the team is thrust into the hidden world of Will awakeners; individuals who use their Will to harness superhuman abilities. 
As if that wasn't bad enough, the team accidentally uncover a conspiracy by a powerful shadow organisation which then puts them in the central position in the fight against the organisation and their nefarious plans for the world.
Thus, begins the journey of the Soldiers chosen by Time!

Korede's explanation was very clear and practiced.

It was drawn from the contract agreement Pantheon signed with the Kingdom of Bazaar, represented by its ruler, Lady Dirara Talabani Demori.

Going forward the agreement would be the template for Pantheon's contracts with countries under the Castellan Project.

Korede's explanation eased the fears of the Council members. In fact, they quickly realized that this agreement was heavily in the favour of the Somali government.

Pantheon would pay the soon-to-be formed Somali government to 'lease' the Ministries. The government would be credited by the people if these Ministries succeed while the Ministries would revert back to it if they fail, and most importantly they get to keep the money!

There was almost no loss to the Somali government.
