Fifteen years have passed since the time of the event in Vale. This was pushed by Pietro, the father of Penny because the Rknight was different from Penny but more advance than the Aknights that the Atlas produce.
They tried to push it some more but files of corrupted people were spread across all kingdoms. It created chaos that attract grimms but was stopped by the huntsman and a few hundred thousands of Rknights across each continent. Even small villages outside the kingdom have some Rknights protecting them and bandit groups were apprehended including the Branwen tribe where Raven was caught by her brother and put a collar to her neck to prevent her from escaping. Qrow knows that her sister has the spring maiden's power from Raizen so the collar that she has is specially made for her.

After the parting, Raizen asks Layla to send them to the next world before he and Saeko changed their minds and stay longer.
