The sudden appearnce of Deborah in place of Harrison did surprise Hera for a bit. But she didn't knew the reason why Deborah acted the way she did.

She knew that his curse might make him even go crazy and the constant fear of her being a witch and his curse conflicting was weighing her heart down. She was constantly waiting for opportunities to know more about the curse and also make herself power.
