Without soldiers, there is at most chaos due to crumbling order. With soldiers, that's war.

Durken sighed too: "I'm used to it. These undead don't think before they act because they don't have brains."

Basoluo couldn't help defending: "It might also be due to lack of manpower. I don't see many wise undead in the City of Immortality."

"Are there few high-order undead? It's not necessarily high-order undead that need to be used, though, are there no subordinate races?"
