Ange had the ability to cultivate a dragon's body, but lacked the materials; he didn't even have a single Dragon Scale. Not only could Nagri's body not be cultivated, even Yixianni's couldn't.
Yixianni said she might, possibly, maybe be able to find her own grave, could dig up some bits from the grave, and thus had something to look forward to. Nagri, however, was truly at a loss. The bits from Yixianni's grave belonged to a mother dragon. It wouldn't be right to cast it onto a mother dragon, would it? That would be odd.
