Then, just as I finished, I ordered the employess to subdue the programming, making them my personal sleeper cells in the government.
With that, they came back to their senses and went about their regular duties, not noticing a thing, ignorant of what they'd been turned into.
An alarm sounded in the waiting room, and an announcement came on through the speaker.
"Villains have begun a large scale terrorist attack. This is occuring in all area of 'City Name Here'. Due to buildings collapsing, a large number of people have been injured."
"So this the scenario for the next exercise, huh?" Tsuyu commented.
"Eh?!" Jiro exclaimed.
"It's already begun." I explained.
The announcer continued.
"Due to heavily damaged roads, the first batch of rescue worker have been delayed."
The roof began to open up, as the wall fell apart.
So this one opens up too, huh?
I'm definitely slashing their next year's budget when I take over the government.
"Until they arrive, the heroes in the area will lead the rescue efforts.
Save as many lives as you can.
Well then, ... Start!"
Everyone dashed out immediately as I led the class to the corner of the stadium opposite to where Gang Orca would bust out.
"Sero, Kirishima, Sato, clear an area, 15 by 15 meters, for laying the injured.
Momo, help out here with blankets and medical supplies. Sero, after you're done flattening the area, you and Momo should create a tape barrier around the whole area, just in case the villains attack. The two of you stay and help here. Same goes for you, Kaminari." I ordered.
"Aye aye, captain!" Sero said.
"Alright, let's do this! Kirishima replied, hyped, as Kaminari mirrored him.
Momo and Sato simply nodded as I turned to the rest of them.
"Jiro, Uraraka, Mina and Deku. Take the western quadrant.
Koda, Tokoyami, Shoji, East.
Shoto, Mineta, Aoyama, and Iida take South.
Me, Tsuyu, Ojiro, will take north.
Bakugo, fuck off and do what you want. It's not like you're gonna work with anyone anyways.

""Plus Ultra!"" The class chimed in as we took to our respective parts of the stadium and began the rescue of civilian targets.
Then, ten minutes into the rescue, the Northestern Wall blew out, as Gang Orca and his goons walked out.
"Rescuing and fighting! Can you do both at the same time?" He shouted, giving the stadiuma once over with a grim expression, only to find himself and his team frozen in place with golden bands surrounding them.
"What?" He exclaimed.
"Be good little boys and stay in the corner while we do the cleaning up, will you?" I taunted, as they struggled in vain.
"This was a really poorly thought out test. What were the people at the HPSC thinking?
With that monster around, no villains are going to win!" One of the goons whined.
"Don't call him a monster. He's a fine hero already. Though the HPSC could have certainly put some more effort into a better exam!" Orca interjected.
With the villains caught and the victims rescued, we all received our provisional licenses.
Well, not all of us. A certain explody chihuahua didn't get his license for being inconsiderate, rude, rough housing the victims and general unpleasantness.
No surprise there though.
Even I couldn't have him get that license with anything short of mind control.
That aside, with my provisional license in hand, the people seeing me as the symbol of peace, and AFO and OFA in my arsenal, I could finally move things along faster.
Waving goodbye to my excited and happy classmates, I turned the corner and teleported away, back to Jaku once more, and right into the chairman's private office.
"Hello, doctor." I said, causing him to jump a good five feet on surprise, dropping his whiskey bottle as it shattered on the floor.

I shoved a trance jack into his head, wiping his soul and replacing it with a trance program of my making.

"Pepper up a bit. You need to be convincing for the next bit." I ordered, as a creepy uncanny valley trudging smile formed on his face.
"Ok. You know what, nuetral expression is good. Just keep it neutral." I said, and his face turned back into an expressionless canvas.
"Good enough for now. Now out of those, how many high ends do you have?" I asked.
"3. But I can make more with time." He answered.
"No need for it yet." I said, taking blood samples from all the Nomus.

"Good. That's all." I said, teleporting back to Musutafu.
Pulling out my phone, I gave Hijikata a call.
"Master, what can I do for you?" He asked.
"Alpha charlie 4482." I replied.
He cut off the call immediately and got to work, leading the league to Jaku as planned.
With that, I walked into the small cafe, meeting Gentle and Aiba.
"Haru-san!" Aiba chirped up, jumping into a hug, rubbing her face all over, taking deep sniffs, discretely, as if I wouldn't notice her creepshow behaviour.

Grabbing her by the shoulders, I moved her to a nearby seat by Gentle and sat down opposite the two of them.

Ugh, fine. I'll ignore that for now. Only until, I get my hands on some higher ranking officials unlike the low brow schmucks I mind controlled this morning.
The HPSC, being the paranoid agency it is, kept all relevant and more importantly, useful info out of the hands of anyone who wasn't a head of the organization. Everything was on a need to know basis in there.
So I needed to get my hooks into one of the branch heads at least.
